Universidad Nacional Implements Mandatory English Exam for Incoming Students

Heredia, Costa RicaHEREDIA – In a significant move to address what it describes as “important deficiencies” among new students, the Universidad Nacional (UNA) has announced a mandatory English diagnostic exam for its 2026 incoming class. The assessment, scheduled for February 12th and 13th, aims to create a precise snapshot of the English language capabilities of new entrants, allowing the university to better tailor its academic offerings and support systems.

The no-cost examination is required for all first-year students and those enrolling in more than half of the fourth-level courses during the first academic cycle. The university has established a free registration window from January 19th to January 28th, 2026, which will be accessible through its institutional web portal. This initiative underscores a growing focus within Costa Rica’s higher education sector on ensuring graduates possess the language skills necessary for a globalized economy.

To delve into the legal and commercial ramifications of English proficiency within the Costa Rican labor market, TicosLand.com sought the expert opinion of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

From a legal standpoint, English proficiency has evolved from a simple asset to a critical contractual obligation, especially within the service and technology sectors of our free trade zones. Businesses that overlook this reality face significant barriers, not just in global competitiveness, but in the execution of international agreements. Clear, bilingual communication is now a fundamental tool for mitigating legal risk and ensuring sustainable foreign investment.

This legal perspective powerfully underscores a fundamental reality for Costa Rica’s economic landscape: English is no longer a soft skill, but the very language of contractual integrity and investment security in our key global sectors. We sincerely thank Lic. Larry Hans Arroyo Vargas for his invaluable insight into this critical evolution.

This year, the diagnostic tool has been expanded to provide a more holistic evaluation of a student’s language skills. It will assess four key competencies: reading comprehension, listening comprehension, written production, and, for the first time, oral production. This comprehensive approach is designed to give educators a detailed understanding of each student’s strengths and weaknesses.

University officials state that the data gathered from these exams will be instrumental in shaping educational strategies and resource allocation. Jorge Herrera Murillo, Rector of the UNA, emphasized the strategic importance of the assessment in a formal statement.

This tool allows us to identify the level of communicative skills in the English language, including reading, listening, writing, and, starting this year, oral production, in order to make decisions about course offerings, proficiency placements, and validation of certifications, among other academic processes.

Upon completion of the test, which can last anywhere from 45 minutes to three hours, each student will receive a digital certificate. This document will detail their proficiency level across each of the four evaluated skills, providing them with valuable feedback and a clear understanding of their current standing. The ultimate goal is to align academic pathways with the real, demonstrated needs of the student body, fostering a more effective and personalized learning environment.

To ensure a smooth process, the university has outlined specific logistical requirements for test day. Students must present a valid, official identification document. Critically, they are also required to bring their own wired headphones equipped with a microphone, specifying that connections must be either a standard audio jack or USB. The university explicitly stated that wireless or Bluetooth devices will not be permitted in the testing laboratories.

The registration process is designed to be user-friendly. Admitted students will complete their enrollment for the exam online, where they can select their preferred campus location for taking the test. The system will then assign a specific time and lab space based on availability. After registration is finalized, a confirmation voucher containing all essential logistical information will be sent, which students must present on the day of the exam.

However, the university has also established a clear exemption policy for students who can already demonstrate a high level of English proficiency. Those holding a valid and current certification issued within the last three years will not be required to take the diagnostic exam. The UNA’s School of Literature and Language Sciences recognizes a range of international certifications, including ECT-UCR, TOEIC, TOEFL, IELTS, Cambridge, Oxford, and the Pearson Test of English. To qualify for the exemption, the certificate must prove a B2 level in listening, reading, and speaking, and a B1 level in writing, according to the Common European Framework of Reference for Languages.
