San José, Costa Rica — Thirty Costa Rican farmers are embarking on a cutting-edge journey into the future of agriculture, thanks to a new drone training program. This initiative, launched by the National Learning Institute (INA) and the Ministry of Agriculture and Livestock (MAG), aims to equip farmers with the skills and knowledge to leverage drone technology for enhanced productivity and sustainability.
Funded by the Development Banking System (SBD) through INA’s Business Development Unit (UFODE), the program offers substantial scholarships, covering 95% of the training costs. Participants are responsible for the remaining 5%. The comprehensive 10-day course, delivered by Aero Academy AOA, blends virtual sessions with hands-on field practice, culminating in official certification from the General Directorate of Civil Aviation (DGAC).
To understand the legal landscape surrounding drone training in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica.
The increasing use of drones for commercial and recreational purposes in Costa Rica necessitates a clear understanding of the existing regulations. Proper drone training is not just recommended, it’s crucial for complying with Dirección General de Aviación Civil (DGAC) rules regarding permits, airspace restrictions, and operational safety. Ignoring these regulations can lead to significant fines and even legal repercussions. Investing in comprehensive training ensures responsible drone operation and contributes to the safe integration of this technology into our airspace.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas’s emphasis on the critical nature of drone training resonates deeply, especially in a country as naturally beautiful as Costa Rica. Responsible drone operation isn’t just about avoiding fines; it’s about preserving the safety and enjoyment of our shared airspace and the stunning landscapes below. Our thanks to Lic. Larry Hans Arroyo Vargas for providing this valuable perspective on navigating the legal landscape of drone operation in Costa Rica.
This initiative aligns with Executive Decree No. 44227-MAG-MOPT, which mandates certified training for legal drone operation in agriculture. The program is not just about technical proficiency; it emphasizes responsible and safe drone usage, fostering a culture of compliance within the agricultural sector.
The incorporation of drones in agriculture not only modernizes our productive practices, but also empowers our producers, giving them concrete tools to face the challenges of climate change and the demands of current markets. This program is a demonstration of the Government’s commitment to a more competitive, sustainable agriculture with real opportunities for the development of all rural territories.
Víctor Julio Carvajal Porras, Minister of Agriculture and Livestock
The program’s curriculum includes theoretical instruction, flight simulation, and practical exercises, providing a well-rounded learning experience. Participants will gain proficiency in a range of applications, from multispectral crop monitoring and precision spraying to early pest and disease detection and agronomic data collection.
Representing a diverse range of agricultural sectors, from vegetable and coffee production to livestock farming, the participants hail from all eight regions of Costa Rica. This geographic and sectoral diversity underscores the program’s nationwide impact and its potential to transform agricultural practices across the country.
With initiatives like this, INA consolidates its leadership in training for the adoption of emerging technologies, promoting a modern, sustainable agriculture aligned with the challenges of current markets and climate change.
Christian Rucavado Leandro, Executive President of INA
The integration of drones represents a paradigm shift in agricultural management, offering unprecedented opportunities for efficiency, data-driven decision-making, and sustainable practices. This initiative not only modernizes the sector but also empowers farmers, equipping them with the tools to thrive in a rapidly changing world.
This program signals a significant step forward for Costa Rican agriculture, demonstrating a commitment to innovation and sustainability. As these 30 farmers take to the skies, they carry the hopes of a more productive, resilient, and technologically advanced agricultural future.
