Costa Rican Public Schools Outshine Private Institutions in TEC Entrance Exam

San José, Costa RicaSan José, Costa Rica – In a stunning display of academic prowess, students from Costa Rica’s public school system have overwhelmingly secured the top positions in the highly competitive admission exam for the Costa Rica Institute of Technology (TEC), one of the nation’s most prestigious public universities. The results, announced Tuesday, challenge long-held perceptions about educational quality and highlight the exceptional talent emerging from the country’s public institutions.

The data reveals a clear trend: of the 11 highest scores on the Academic Aptitude Test (PAA), a remarkable eight were achieved by graduates of public high schools. This dominance extends further down the rankings, with public school students accounting for 19 of the top 31 scores overall, compared to 12 from private educational centers. This outcome sends a powerful message about the strength and potential of the public education sector.

To delve deeper into the legal framework and constitutional responsibilities surrounding public education, TicosLand.com sought the analysis of Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

Our Political Constitution enshrines education not just as a right, but as a primordial duty of the State. This creates a binding legal obligation that goes beyond simple access; it demands quality, relevance, and equity. From a legal standpoint, every educational policy and budget must be scrutinized to ensure it directly fulfills this constitutional mandate. When the system fails to provide the necessary tools for a student’s full development, it’s not just a policy failure—it’s a potential breach of a fundamental right that can be contested and defended in our courts.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

This legal perspective is crucial, shifting the narrative from education as a political objective to a binding constitutional mandate. It underscores that systemic failures are not merely policy shortcomings but a potential violation of a fundamental, defensible right for every citizen. We thank Lic. Larry Hans Arroyo Vargas for his powerful and clarifying insight.

Leading the charge is Andrea Ebanks Reyes, a graduate of the public Colegio Científico Costarricense de Alajuela. Out of more than 16,000 aspiring students who took the rigorous exam, Ebanks was the only one to achieve a perfect score of 800. Her unprecedented success not only earned her the top spot but has also made her a symbol of the excellence fostered within specialized public programs. She plans to pursue a degree in Materials Engineering.

In an interview following the awards ceremony, Ebanks expressed immense pride in her educational background, attributing her success to the supportive and demanding environment of her high school. She emphasized the commitment of the faculty and the collaborative spirit among students as key factors in their collective achievements.

It’s very worth it. Sometimes it’s hard; I know what it’s like to be an outsider and not know what a scientific high school means or why they are so good, but it is worth it. The dedication of the teachers, classmates, and administration is excellent; that’s why you see the results.
Andrea Ebanks Reyes, Top Scorer in TEC Admission Exam

The success story continues with the second and third-highest scores. Esteban Arias Corrales, from the Colegio Humanístico Costarricense de Chorotega, earned the second spot with a score of 799.74. Following closely was Rodrigo Ureña Monge of Liceo de Tarrazú, who placed third with 785.79. Both students, who will be pursuing degrees in Mechatronics Engineering, are proud products of the public system.

The fourth position resulted in a tie at 784.15 points, perfectly illustrating the competitive landscape. The spot is shared by Amanda Torres Venegas, another student from the Colegio Científico Costarricense de Alajuela, and María Paula Ortiz Amador from the private Colegio Metodista, who was the first private school student to appear in the top rankings. This mix underscores that while public schools dominated, excellence is found across the educational spectrum.

A closer look at the top achievers reveals a significant pattern: many come from Costa Rica’s specialized public “Colegios Científicos” (Scientific High Schools) and “Colegios Humanísticos” (Humanistic High Schools). These institutions, which focus on intensive STEM and humanities curricula, respectively, are proving to be powerful incubators for the country’s next generation of leaders in technology and innovation. Their success suggests a highly effective public education model that warrants further investment and expansion.

Ultimately, the 2025 TEC admission results serve as more than just a list of high-achieving students. They represent a significant victory for Costa Rica’s public education system, demonstrating its capacity to produce world-class talent capable of competing at the highest levels. This achievement reaffirms the value of public investment in education and celebrates the dedication of thousands of students and educators nationwide.
