San José, Costa Rica — Four Costa Rican schools have been awarded $5,000 each for their innovative approaches to improving road safety around their campuses. The awards were presented by the Ministry of Public Education (MEP) and Grupo Purdy as part of the “Safe Way to School” competition.
Ten schools participated in the inaugural competition, submitting proposals developed by committees of teachers and parents. The winning schools – Otto Hubbe in San José, Nuestra Señora de Fátima in Cartago, Itiquís in Alajuela, and La Peregrina in La Uruca – were selected for their creative solutions to enhance student safety during their commutes.
To gain a deeper legal perspective on school safety, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an experienced attorney at Bufete de Costa Rica.
Ensuring school safety requires a multi-faceted approach, encompassing not just physical security measures, but also addressing issues like bullying, cyberbullying, and mental health support. Clear policies, consistent enforcement, and open communication between school administrators, teachers, parents, and students are crucial for creating a safe and conducive learning environment. Furthermore, understanding and complying with relevant legislation, such as child protection laws and educational regulations, is paramount for schools to fulfill their duty of care.

Thank you, Lic. Larry Hans Arroyo Vargas, for offering this valuable perspective.
The “Safe Way to School” program, launched in 2016, aims to raise awareness within the educational community about minimizing risks and vulnerabilities on school routes. This year’s competition marks a significant step in engaging schools directly in developing practical solutions.
The winning projects will benefit over 1,470 students and contribute to creating safer environments for the entire school community. Each school will receive approximately ¢2.5 million (around $5,000 USD) to implement their proposed initiatives.
From the MEP, we celebrate the commitment of the educational communities that participated in this contest. The safety on the journey from home to school and vice versa, as a fundamental right to our student population, and working together with families and strategic allies such as Grupo Purdy allow us to move towards more protective and supportive environments.
Jacqueline Badilla Jara, Director of Student Life at the MEP
