San José, Costa Rica — Costa Rican consumers have spoken, and Claro, Kölbi, and Telecable emerge as the top-rated telecommunications providers in the 2025 National Perception Survey, released Monday by the Superintendency of Telecommunications (Sutel).
The comprehensive study, conducted between February 26 and April 28, 2025, surveyed 6,960 adults via telephone interviews. With a 95% confidence level and a ±5% margin of error, the survey provides a robust snapshot of customer satisfaction and Net Promoter Scores (NPS) across mobile, fixed internet, subscription television, and landline services.

In the mobile arena, Claro secured the top spot with an average satisfaction score of 4.51 out of 5, followed closely by Kölbi (4.41) and Liberty (4.36). Claro also dominated the NPS metric, achieving 49.75%, indicating a high likelihood of customer recommendations. Kölbi followed with an NPS of 43.27%, and Liberty trailed with 34.11%.
Telecable led the pack for fixed internet services, boasting a 4.46 satisfaction score. Kölbi secured second place with 4.28, while Liberty (3.98) and Tigo (3.96) rounded out the rankings. The NPS for fixed internet saw Telecable at 39.9%, Kölbi at 38.97%, with Liberty and Tigo significantly lower at 9.69% and 5.37%, respectively.
For subscription television, Claro edged out Kölbi with satisfaction scores of 4.43 and 4.42, respectively. Sky followed with 4.35. However, Kölbi reclaimed the lead in NPS for this category with 40.93%, followed by Telecable (38.40%) and Claro (35.81%).
Kölbi emerged as the clear frontrunner for landline services, achieving a remarkable 4.66 satisfaction score and a 51.35% NPS. Telecable trailed closely with 4.62 and 51.30% respectively. Tigo and Liberty recorded scores of 4.32 and 4.26 for satisfaction and 26.83% and 20.69% for NPS.
