Costa Rica’s Conflicted Progress

San José, Costa Rica — Costa Rican President Rodrigo Chaves recently marked his third year in office, a term defined by a stark contrast between economic success and escalating social challenges. While the nation’s economy shows robust growth, a surge in homicides and ongoing political confrontations cast a shadow over the administration’s achievements.

In his annual address to the Legislative Assembly, Chaves touted the administration’s economic accomplishments. He attributed the positive results to his policies, despite what he characterized as resistance from entrenched institutions.

The Costa Rican economy expanded by an impressive 4.3% in 2024, while inflation remained remarkably low at 0.84%. Government debt has fallen below 60% of the GDP, continuing a downward trend. Exports grew by 5.8%, foreign direct investment surged by 14%, and both poverty and unemployment rates decreased.

However, these economic gains are juxtaposed against a troubling rise in violence. The nation recorded 880 homicides in 2024, the second-highest figure in its history, with a rate of 16.6 per 100,000 inhabitants. This trend continues into 2025, mirroring the alarming statistics of 2023, which saw a record 905 homicides, a 38% increase from the previous year. The government attributes this surge to drug trafficking and has proposed a large-scale prison modeled after El Salvador’s controversial facilities as a potential solution.

Public perception reflects this concern. A recent poll by the Center for Research and Political Studies (CIEP) at the University of Costa Rica revealed that public safety is the nation’s most pressing issue, with 43.7% of respondents identifying it as their top concern. While Chaves maintains relatively high approval ratings, the same poll showed a 9-point drop in his support, down to 54%.

Beyond security concerns, Chaves’ administration is marked by persistent clashes with other branches of government. He has frequently criticized the Legislative Assembly, the Comptroller General’s Office, and the Judiciary. Tensions have escalated with Attorney General Carlo Díaz, who is investigating Chaves for alleged campaign finance irregularities and misuse of funds from the Central American Bank for Economic Integration (BCIE). These confrontations culminated in a March protest organized by Chaves supporters demanding the Attorney General’s resignation.

The president’s combative style extends to the press. Critics, including Congressional President Rodrigo Arias, have voiced concern over what they perceive as authoritarian tendencies. Arias warned of the dangers of “authoritarian populism,” citing the systematic discrediting of democratic institutions and the press as warning signs. This strained relationship with the media has contributed to Costa Rica’s significant drop in the Reporters Without Borders’ press freedom index, from 8th in 2022 to 36th in 2025.

As Chaves enters the latter half of his term, Costa Rica faces a complex and potentially volatile future. While the country benefits from a robust economy, the escalating violence and political polarization present formidable challenges that demand urgent attention.
