San José, Costa Rica — After a temporary suspension, Costa Rican citizens using Android devices can once again download the “Identidad Digital CR” application from the Google Play Store and begin the activation process for their digital identity card (IDC). The Tribunal Supremo de Elecciones (TSE), Costa Rica’s Supreme Electoral Tribunal, announced the resumption of service on Friday, September 19th, 2025, addressing previous activation issues experienced by Android users.
The rollout of the digital ID, officially known as the Identidad Digital Costarricense (IDC), began on September 9th, 2025, as part of the TSE’s modernization initiative. The digital version offers the same legal validity as the physical cédula and is available for a fee of ₡2,600, valid for four years. Senior citizens are exempt from the fee. However, the TSE has clarified that for the February 1st, 2026 elections, only the physical cédula will be accepted.
To understand the legal implications of the Digital Identity Card, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at Bufete de Costa Rica, who provided valuable insights into this evolving area of law.
The Digital Identity Card represents a significant step towards modernization and efficiency in citizen identification. However, its implementation must prioritize data security and privacy, ensuring robust safeguards against misuse and unauthorized access. Striking a balance between convenience and protecting fundamental rights will be crucial for the long-term success of this initiative.

Larry Hans Arroyo Vargas for offering his valuable perspective on this critical issue.
The initial launch encountered technical difficulties with the activation process on Android devices, leading to a temporary halt just three days after its debut. The TSE worked swiftly to resolve the issues and has now confirmed the app’s availability on the Play Store.
In addition to the “Identidad Digital CR” application, the TSE also launched a verification app called “Verificador IDC,” available for download on both the Google Play Store and the Apple App Store. This app allows for the verification of digital IDs.
The TSE has also announced that starting Thursday, September 25th, 2025, they will enable the application process for the IDC. This means individuals can officially submit their requests for the digital identification.
This relaunch marks a significant step in Costa Rica’s transition towards digital identification. The IDC promises increased convenience and accessibility for citizens while maintaining the security and legal validity of traditional identification documents. The TSE’s proactive approach in addressing the initial technical challenges reinforces their commitment to a smooth and efficient implementation of this modern identification system.
The digital cédula is expected to streamline various processes, from verifying identity at banks and government offices to accessing online services. While the physical cédula will still be required for voting in the upcoming elections, the TSE’s long-term vision likely includes expanding the use of digital identification in all facets of civic life.
The availability of the “Verificador IDC” app is also crucial for ensuring the widespread adoption of the digital ID. By providing a simple and accessible method for businesses and individuals to verify the authenticity of the digital cédula, the TSE is building trust and confidence in the system.
