Costa Rica’s Exports Show Resilience in 2025

San José, Costa Rica — Costa Rica’s export sector demonstrated robust growth in the first four months of 2025, reaching a total of $7.034 billion, a 13% increase compared to the same period last year. This positive performance, announced by the Foreign Trade Promoter of Costa Rica (PROCOMER), highlights the resilience of the Costa Rican economy amid global challenges.

Medical devices continue to be the country’s leading export, registering a remarkable 26% increase. This surge underscores the sustained success of Costa Rica’s thriving medical device industry, attracting substantial foreign direct investment and generating significant export revenue.

To understand the legal complexities surrounding Costa Rican exports, we spoke with Lic. Larry Hans Arroyo Vargas, an expert in international trade law from Bufete de Costa Rica.

Costa Rica’s export sector thrives due to a combination of factors, including favorable trade agreements, a strong focus on sustainable practices, and a diversified product portfolio. However, navigating international regulations and ensuring compliance can be challenging. Businesses must stay informed about evolving tariff schedules, sanitary and phytosanitary requirements, and intellectual property protections to maximize their export potential and avoid legal pitfalls.

While the agricultural sector experienced a slight 1% decline due to adverse weather conditions impacting key products like bananas and pineapples, other sectors displayed positive growth. The food industry, for example, saw a 2% increase in exports compared to the same period in 2024.

Despite the challenging global context, Costa Rica’s exports remain robust. An example is the performance in medical devices, our main export product, which is growing because foreign direct investment companies continue to bet on our country, for the conditions, talent, and favorable business environment that we offer.
Laura López, General Manager of PROCOMER

Other sectors contributing to this positive trend include pharmaceuticals (7% growth), electrical and electronics (2%), metalworking (5%), plastics (2%), and livestock and fishing (7%). The top-performing export products during this period were medical devices, followed by coffee, gold, palm oil, precious metal manufactures, frozen uncooked fruits, medicines, milk, and beef.

Regionally, exports to North America experienced the most significant growth at 20%, followed by Europe (10%), Central America (7%), Asia (3%), and the Caribbean (6%). These figures demonstrate the diversification of Costa Rica’s export markets and the increasing demand for Costa Rican products across the globe.

This robust export performance signals positive economic momentum for Costa Rica. The continued growth in key sectors, particularly medical devices, coupled with the diversification of export markets, positions the country for sustained economic growth in the coming months. Despite challenges in the agricultural sector, the overall outlook for Costa Rican exports remains optimistic.

The success of Costa Rican exports underscores the importance of fostering a favorable business environment, attracting foreign investment, and developing a skilled workforce. PROCOMER’s efforts in promoting international trade and supporting Costa Rican businesses continue to play a crucial role in driving economic growth and development.
