San José, Costa Rica — Costa Rica’s Free Trade Zones (FTZs) are demonstrating remarkable economic strength, generating three times more income than the tax exemptions they receive, according to a recent report from the Foreign Trade Promoter (Procomer). This impressive performance was revealed during a celebration of the 35th anniversary of the FTZ regime in Costa Rica.
The report highlights the substantial contribution of FTZs to the national economy, accounting for 15% of the country’s Gross Domestic Product (GDP). For every dollar of tax exemption granted, the FTZs generate a net return of $1.90. This calculation considers factors such as local supply chain integration, formal employment generation, and tax contributions, including social security payments.

In 2024, Costa Rican Free Zones contributed $1.462 billion to the Costa Rican Social Security Fund (CCSS). They also make payments to other entities like the Family Allowance Fund (Fodesaf), the National Institute of Apprenticeship (INA), and the National Insurance Institute (INS).
The FTZ landscape has evolved dramatically since its inception in 1990 with 56 companies and 7,000 jobs. Guillermo Zúñiga, Director of Commercial Intelligence at Procomer, presented key findings that illustrate this transformation. Currently, there are 265,571 jobs linked to free zones, 197,000 of which are direct positions. While the majority of jobs are service-related, those in goods production have shown significant growth.
Costa Rica now boasts 85 FTZ parks, with 16 located outside the Greater Metropolitan Area. The number of companies operating within the regime reached 626 in 2024. Furthermore, average salaries within the FTZs are double those paid under the standard tax regime.
