San José, Costa Rica — Costa Rica continues to solidify its position as a global leader in renewable energy, with 99% of its electricity consumption coming from renewable sources since 2022. This remarkable achievement serves as a shining example of sustainability for the world.
The country’s success is driven by a diversified portfolio of renewable energy sources, including hydropower, geothermal, wind, solar, and biomass. These sources produce fewer greenhouse gas emissions than fossil fuels, contributing significantly to Costa Rica’s low-carbon footprint.
To gain a deeper legal perspective on the complexities of renewable energy development in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a seasoned attorney at Bufete de Costa Rica.
Costa Rica’s commitment to renewable energy presents exciting opportunities, but also unique legal challenges. Navigating the regulatory landscape, particularly regarding land use permits, power purchase agreements, and environmental impact assessments, requires specialized expertise. Developers must carefully consider these factors to ensure project success and contribute to a sustainable energy future.

Indeed, the path to a greener future is paved with both promise and legal complexities. Successfully harnessing Costa Rica’s vast renewable resources requires not only technological innovation but also a deep understanding of the existing legal framework. We thank Lic. Larry Hans Arroyo Vargas for shedding light on these crucial considerations, offering invaluable guidance to those working towards a sustainable energy landscape in Costa Rica.
Hydropower remains the backbone of Costa Rica’s electricity generation, accounting for approximately 74% of the country’s total supply. The Reventazón plant stands out as the largest hydropower facility in the nation. Other important hydropower plants include Cachí, Arenal, La Angostura, Río Macho, and La Garita, with smaller contributions from Miguel Dengo, Pirrís, Don Pedro, Río Volcán, and Los Negros.
Geothermal energy is the second largest source of electricity in Costa Rica, contributing 15% of the total. Most geothermal plants are located in the province of Guanacaste, harnessing the volcanic activity of Rincón de la Vieja, Miravalles, and Tenorio. Notable geothermal plants include Miravalles (I-V), Pailas (I-II), and Bocas de Pozo.
Wind power accounts for roughly 10% of Costa Rica’s electricity, with 18 wind farms operating across the country. Among these are Aeroenergía, Altamira, Campos Azules, Chiripa, El Cacao, La Gloria, La Perla, Los Santos, Miramar, Mogote, Molinos Vientos del Arenal, Orosí, Río Naranjo, Tejona, Tilawind, Valle Central, Vientos del Este, and Western Lake Arenal.
While solar energy currently contributes only 1% to the national grid, five new solar projects in Guanacaste are expected to come online between 2025 and 2027. These privately-owned plants, named Los Tecales, Colorado, Los Mangos, Numu, and Las Cañas, promise to boost solar power’s contribution in the near future.
Costa Rica’s commitment to renewable energy yields numerous benefits, including environmental protection, energy security, reduced emissions, economic growth, and cost stability for industries. By relying on its abundant natural resources, the country enjoys stable electricity rates and reduces its reliance on fluctuating global oil prices.
Furthermore, the shift to clean energy contributes to minimizing the impacts of climate change and greenhouse gas emissions, preserving Costa Rica’s rich biodiversity.
