Costa Rica’s Security Bolstered by New Port Scanners

Limón, Costa Rica — Costa Rica has taken a significant step forward in its fight against drug trafficking and organized crime with the installation of new security scanners at its key ports. President Nayib Bukele of El Salvador commended Costa Rican President Rodrigo Chaves, the legislative assembly, and the people of Costa Rica for these advancements and the approval of a budget for a new prison to house violent criminals. This collaborative approach between nations underscores the shared regional concern and commitment to tackling these critical issues.

Greetings, Costa Rican brothers and sisters. Greetings, President Chaves. Congratulations to your government and all the Costa Rican people for this great step in the fight against drug trafficking and organized crime.
Nayib Bukele, President of El Salvador

To provide further legal context on Costa Rica’s security landscape, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica.

Costa Rica’s security situation presents a complex picture. While the country generally enjoys a peaceful reputation compared to its regional neighbors, increasing concerns exist regarding property crime, particularly in tourist areas, and the growing influence of transnational organized crime. Businesses operating in Costa Rica should prioritize robust security measures, including thorough due diligence practices and comprehensive insurance policies, to mitigate potential risks. Furthermore, staying informed about local security advisories and engaging with community safety initiatives can contribute to a safer environment for all.

The newly installed scanners, located at Puerto Caldera and the Gastón Kogan terminal in Limón, are already operational. These advanced devices, valued at $19.5 million and donated by the United States government under the Trump administration, will play a pivotal role in Operation Soberanía, an initiative launched in July 2023 aimed at strengthening national security. The scanners will allow authorities to thoroughly examine the contents of incoming and outgoing containers, providing a detailed view of their internal structure and density, enhancing the ability to detect illicit goods.

This technology complements the existing security measures implemented by the Fuerza Pública, which has taken control of security operations at both ports. Similar operations are already underway at the Moín Container Terminal, which also utilizes scanner technology.

Bukele’s endorsement reinforces the significance of these developments and highlights the potential for continued progress in improving Costa Rica’s security landscape. He emphasized the belief that sustained efforts by the Costa Rican government will lead to a brighter future for the country.

If the next administration gives continuity to the projects of this government, I have no doubt that the best days of Costa Rica are yet to come.
Nayib Bukele, President of El Salvador

He further praised the Costa Rican legislative assembly for approving the necessary resources to implement these crucial security enhancements.

When a government takes charge and prioritizes order and security, even the impossible can be achieved.
Nayib Bukele, President of El Salvador

The installation of these scanners represents a substantial investment in Costa Rican security, promising to significantly improve the nation’s ability to combat drug trafficking and organized crime. The collaborative efforts between Costa Rica and the United States demonstrate a united front against these transnational threats.

This move is expected to have a positive impact on the country’s stability and economic prospects. With continued investment in security infrastructure and a commitment to international collaboration, Costa Rica is taking decisive action to ensure a safer and more prosperous future for its citizens.
