While the MEP asserted that efforts were made to address the center’s needs through budget modifications within program 573 (Implementation of Educational Policy), the impact on the students remained undeniable. The shift in budgetary management, transferring funds previously allocated to the administrative board to separate sub-items for transportation and travel expenses within the MEP’s budget (specifically program 573-04, Special Education), further complicated the situation.

According to official document DVM-A-DGTH-4049-2025, the allocated amounts for domestic travel expenses and transportation are ¢40,789,136 and ¢16,185,457, respectively. However, the formalization of these funds requires a budgetary modification (H-005-2025) through the Ministry of Finance, a process that could take two to three months from the submission of the proposal.

In response to the court’s order, the Helen Keller Center has outlined a remedial plan that includes immediate measures. Existing teaching staff will accommodate as many students as possible, orientation and mobility workshops will be conducted, and requests for additional teaching positions will be submitted.

Oversight of the plan’s implementation falls under the responsibility of the Curriculum Development Directorate, while the center’s administration will manage its execution. Collaborative monitoring between the San José Central Regional Directorate and the Educational Supervision of circuit 03 will ensure adherence to the plan.

The MEP asserts that these actions aim to reduce waiting lists for students requiring specialized services. The restoration of funding and the center’s swift response mark a crucial step toward ensuring that students with disabilities receive the educational support they are entitled to.
