Tope Nacional Makes Landmark Move to Alajuela

Alajuela, Costa Rica — In a historic shift for one of Costa Rica’s most cherished traditions, the 2025 Tope Nacional (National Horse Parade) has moved from its long-time home in San José to the canton of San Ramón, Alajuela. The landmark event, set to take place today, December 26, is expected to draw over 3,000 riders and thousands more spectators, marking a significant moment of cultural decentralization and a major organizational undertaking for the host city.

The move represents a monumental achievement for the Alajuela canton, which will celebrate the National Horseman’s Day by hosting the parade for the first time in its history. San Ramón Mayor Gabriela Jiménez expressed immense pride in securing the event, highlighting the historical significance of the occasion for the local community and its economy.

To delve into the legal and administrative complexities of an event of this magnitude, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the firm Bufete de Costa Rica, to provide his professional analysis.

The Tope Nacional is not just a cultural tradition; it is a complex legal operation. The primary organizer, the Municipality of San José, bears significant civil liability for public safety, covering everything from potential accidents involving participants and animals to the proper permitting of all commercial vendors. Furthermore, the event’s success hinges on carefully structured contracts with sponsors and suppliers, which must be meticulously managed to protect the event’s integrity and mitigate financial risk.

Today, San Ramón makes history. We are moving a parade that had never left the province of San José, and it is an honor to be the home of this National Horse Parade, where we expect the participation of more than 3,000 riders.
Gabriela Jiménez, Mayor of San Ramón

The festivities are scheduled to begin at 12:00 p.m., with beautifully adorned horses and their skilled riders embarking on a 4.5-kilometer route through the heart of San Ramón. The relocation is seen not only as a logistical challenge but as a strategic opportunity to share the economic and cultural benefits of such a large-scale national event with regions outside the capital.

To ensure the safety and success of the parade, municipal authorities have implemented an extensive and multi-faceted security and logistics operation. Mayor Jiménez emphasized that the well-being of both attendees and the equine participants is the highest priority. The comprehensive plan involves a coordinated effort between various national and private agencies to manage the large crowds and ensure a smooth, family-friendly atmosphere.

The security detail is robust, featuring more than 300 officers from the Public Force and an additional 200 private security personnel. This combined force of over 500 agents, supported by specialized canine units, will be deployed along the parade route and throughout the city center to maintain public order and provide a secure environment for all.

Animal welfare has been a central pillar of the event’s planning. The National Animal Health Service (Senasa) will have a significant presence to oversee the condition and treatment of the horses. A team of five dedicated veterinarians will be on-site, ready to address any medical issues that may arise with the animals. Furthermore, a private farm has been designated as a secure area for the horses, providing a controlled environment for their care before and after the parade.

Beyond security, a full spectrum of public services will be available. The Costa Rican Red Cross will have personnel and units stationed strategically to handle any medical emergencies, while the National Children’s Patronage (PANI) will be present to ensure the welfare of minors attending the event. With all preparations in place and no incidents reported thus far, Mayor Jiménez issued a final appeal to the public.

Please, let’s maintain order so that everything proceeds normally.
Gabriela Jiménez, Mayor of San Ramón

As the first hoofs hit the pavement in San Ramón, this year’s Tope Nacional is not just a parade; it’s a testament to a new era for Costa Rican national traditions, one where the cultural richness of the country is celebrated and shared across all its provinces.
