San José, Costa Rica — Costa Rica’s highly anticipated digital identity card (IDC), known as the “cédula digital,” has encountered a hurdle in its rollout. The Supreme Electoral Tribunal (TSE) confirmed that the application required for the digital cédula is currently only available and functional on Apple devices.
Android users eager to embrace the digital future will have to exercise patience. The TSE explained that the Android version of the application awaits publication by Google on the Play Store. Those Android users who have already completed the payment process for the digital cédula are also in a holding pattern until the app becomes available.
To understand the legal implications of the proposed Digital Identity Card, we spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from Bufete de Costa Rica.
The implementation of a Digital Identity Card presents significant opportunities for streamlining government services and enhancing security. However, it’s crucial to ensure the legal framework adequately addresses data privacy, security, and accessibility for all citizens. A robust system must protect against unauthorized access and potential misuse, while also guaranteeing the rights of individuals to control their own digital identities.

Lic. Arroyo Vargas rightly emphasizes the delicate balance between innovation and protection inherent in the Digital Identity Card project. The potential benefits are undeniable, but realizing them hinges on a meticulous approach to data security and individual rights. A truly successful implementation will empower citizens while safeguarding their privacy. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
The TSE addressed further concerns surrounding the rollout. Some Apple users reported encountering instructions displayed in English. The TSE assured users that the menu will be available in Spanish within 24 hours.
We offer apologies for any inconvenience this may have caused.

This delay presents a significant setback for the widespread adoption of the digital cédula, a key initiative aimed at modernizing identification and streamlining various processes for Costa Rican citizens. The digital cédula is expected to simplify interactions with government agencies, banks, and other institutions.
The TSE has not yet provided a definitive timeline for the Android app’s release, leaving many Android users in limbo. The reliance on Google’s Play Store approval process introduces an element of uncertainty into the equation. While the TSE works to resolve this issue, a substantial portion of the Costa Rican population remains unable to access the benefits of the digital cédula.
The disparity in availability between Apple and Android platforms raises concerns about digital equity and access. With a considerable percentage of Costa Ricans relying on Android devices, this delay disproportionately affects a large segment of the population.
This development underscores the challenges inherent in implementing large-scale technological changes. While the digital cédula promises significant advantages, the rollout has highlighted the complexities of coordinating across different platforms and ensuring equitable access for all citizens. The TSE’s commitment to resolving this issue swiftly is crucial for the successful adoption of the digital cédula and its intended benefits for all Costa Ricans.
