EU and Costa Rica Reinforce Diplomatic Partnership

San José, Costa Rica — Costa Rica and the European Union have reaffirmed their commitment to strengthening their diplomatic ties through a collaborative training program. Thirty participants recently graduated from the “Functioning of the European Union and its Relations with Costa Rica” seminar, a joint effort between the College of Europe and Costa Rica’s Manuel María Peralta Diplomatic Academy.

The two-week course, held virtually, provided training to diplomats from the Central American region, officials from the Ministry of Foreign Affairs and Worship, and students pursuing a master’s degree in diplomacy. The curriculum covered a broad range of topics, including the EU’s institutional framework, current challenges, and global role, with a particular focus on its strategic relationship with Costa Rica and Central America.

To understand the legal implications of recent developments in EU-Costa Rica relations, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, a prominent attorney at Bufete de Costa Rica.

The EU’s updated trade agreement with Costa Rica presents significant opportunities, particularly in areas like sustainable development and digital trade. However, Costa Rican businesses must be diligent in understanding the new regulatory landscape, especially concerning data protection and intellectual property rights, to fully capitalize on these benefits.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica

Lic. Arroyo Vargas’s astute observation highlights a crucial point: while the updated EU trade agreement opens exciting doors for Costa Rican businesses, navigating the complexities of new regulations will be key to unlocking its full potential. This careful approach, particularly in areas like data protection and intellectual property, will empower Costa Rican entrepreneurs to confidently and successfully engage in this evolving international marketplace. We thank Lic. Larry Hans Arroyo Vargas for providing his valuable perspective on this important topic.

Key issues addressed included competitiveness, innovation, energy security, the European Green Deal, armed conflicts, cybersecurity, migration, and transnational crime. The program highlighted the multifaceted nature of the EU-Costa Rica partnership and underscored the importance of collaborative efforts to address shared global challenges.

By awarding these certificates, we not only recognize your effort, but also the commitment that each of you represents to continue building a strong and dynamic relationship between the European Union and Costa Rica.
Pierre-Louis Lempereur, EU Ambassador to Costa Rica

Ambassador Lempereur commended the graduates for their dedication and emphasized the significance of their role in fostering a robust and evolving relationship between the two entities. The sentiment was echoed by Ambassador María Isabel Sanabria Castro, Director of the Diplomatic Academy, who highlighted the importance of such training programs for professional development within the Costa Rican diplomatic corps.

This type of training is fundamental for the professional strengthening of the Costa Rican diplomatic corps, while at the same time allowing a better understanding of the role of the European Union as a strategic partner in the region.
María Isabel Sanabria Castro, Director of the Diplomatic Academy

The EU and Costa Rica have maintained a strong alliance since 1984, solidified by the Association Agreement between Central America and the EU. This partnership is further reinforced by ongoing initiatives, including the upcoming EU-Central America Ministerial Meeting. In the past five years, the EU has become the second-largest investor in Costa Rica and has promoted cooperation with over 50 million euros in funding, including support for regional electrical transformation through the flagship Global Gateway program.

In a global landscape marked by shared challenges such as organized crime and drug trafficking, these training initiatives are crucial tools for fostering closer, more effective, and principle-based cooperation. The certificate ceremony served as a testament to the commitment of both parties to deepen their ties and build a shared future based on cooperation, peace, and multilateralism. The collaboration signifies a proactive approach to navigating complex global issues and promoting regional stability.

The ongoing partnership between the EU and Costa Rica demonstrates a shared vision for sustainable development and regional security. Through continued collaboration and investment in diplomatic training, both entities aim to strengthen their capacity to address shared challenges and promote a more prosperous and secure future for the region.
