San José, Costa Rica — San José, Costa Rica – A delegation of twelve European Parliament members arrived in Costa Rica this week to formally inaugurate the EU-Central America Parliamentary Association Committee (CPA). This pivotal meeting, held at the Costa Rican Legislative Assembly from July 21st to 23rd, marks a significant step in strengthening political cooperation between the two regions.

The CPA, established under the EU-Central America Association Agreement, aims to foster structured parliamentary dialogue. This newly activated political pillar complements the existing trade and cooperation pillars, further solidifying the comprehensive partnership.

Co-chairing the inaugural meeting are MEP Diana Riba i Giner, President of the Delegation for relations with the countries of Central America (DCAM), and Costa Rican Congressman Luis Fernando Mendoza. Mendoza takes over the Central American co-presidency from Parlacen representative Carlos Hernández. The assembly includes eight members from the Central American Parliament (Parlacen) and three Costa Rican representatives.

Key agenda items include approving the Committee’s internal regulations, electing the steering committee, and exchanging views on the CPA’s priorities. Discussions will also review the outcomes of the first ministerial-level Association Council meeting held in Brussels on July 14th. This high-level gathering, chaired by High Representative Kaja Kallas, included foreign ministers from Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama.

Beyond the formal CPA proceedings, the European delegation’s itinerary encompasses meetings with key Costa Rican officials, including the Vice President and the Ministers of Foreign Relations, Foreign Trade, and Environment. Engagements with the Inter-American Court of Human Rights, civil society organizations, business representatives, and EU member state ambassadors are also scheduled. Furthermore, the delegation will visit an EU-funded project and participate in cultural activities organized by the Legislative Assembly.

The full implementation of the Association Agreement, effective since May 1st, 2024, signifies a deepening of ties between the EU and Central America. This agreement, with its trade pillar provisionally in effect since 2013, now encompasses robust political and cooperation dimensions. The CPA’s establishment promises increased transparency and democratic oversight of the agreement’s implementation, fostering stronger and more accountable relations.

This enhanced political dialogue comes at a crucial juncture for both regions. As global challenges become increasingly interconnected, fostering collaboration and understanding on shared priorities becomes paramount. The CPA provides a dedicated platform for parliamentarians to address these issues collectively, promoting mutual interests and strengthening the bonds between Europe and Central America.
