The proposal, announced Sunday in her home province of Puntarenas, is designed to spur economic development and create skilled labor opportunities in Costa Rica’s often-neglected peripheral regions.

The initiative forms a cornerstone of Fernández’s educational platform, which aims to directly address youth unemployment and decentralize economic prosperity away from the Greater Metropolitan Area (GAM). Speaking to a gathering of local residents, Fernández framed the plan as a continuation of the current administration’s work while also being a deeply personal commitment to the nation’s rural zones.

This is my first official campaign tour in the province that saw me born: Puntarenas. For education nationwide, we have a very robust proposal: the transformation of 50 academic high schools into Professional Technical High Schools, mainly in the country’s peripheral regions. Additionally, we will continue to generate employment through greater investments in infrastructure and continue the work started by the current government of Rodrigo Chaves in the Northern Border Strip, to provide legal security to its inhabitants.

The core of the proposal lies in the fundamental difference between the two educational models. Traditional academic high schools offer a diversified two-year program culminating in a baccalaureate diploma. In contrast, CTPs provide a more extensive program, lasting up to six years, that integrates a specialized technical field of study. This hands-on approach includes a mandatory supervised professional internship, equipping graduates with both a standard baccalaureate and a valuable Mid-level Technician degree.

Fernández emphasized that this dual-certification model provides young graduates with a direct pathway to skilled employment, making them immediately valuable to local industries. The goal is to create a generation of well-trained technicians who can drive regional economies, reducing the pressure on young people to migrate to San José and other urban centers in search of viable careers.

The candidate connected her educational policy to a broader vision for a more just and prosperous nation, one that offers opportunity regardless of a citizen’s geographic location. She positioned the initiative as a key component of consolidating the changes initiated by President Rodrigo Chaves, linking educational reform to anti-corruption efforts and institutional efficiency.

We want to bequeath to the new generations a better Costa Rica, more just, prosperous, and equitable. That any Costa Rican, no matter what part of the country they are from, knows that their community will never again be in the forgotten. With quality education and employment opportunities, they can achieve what they set their minds to in life. Without corrupt middle managers and with an efficient Judiciary, the government of continuity will consolidate the change that Mr. Rodrigo Chaves began.
