From Ash to Asset La Fortuna’s Tourism Revolution

Alajuela, Costa RicaLA FORTUNA, ALAJUELA – Nestled at the base of the majestic Arenal Volcano, the town of La Fortuna de San Carlos has engineered a remarkable economic transformation, evolving from a quiet agricultural community into a global powerhouse for sustainable tourism. Attracting more than one million visitors annually, this region has become a benchmark for blending high-octane adventure with serene wellness and unwavering environmental stewardship.

The catalyst for this change was the dramatic eruption of the volcano in 1968. What was once a disaster became the bedrock of a new identity. Today, La Fortuna is home to an astonishing 38 thermal spring resorts and offers over 150 distinct adventure activities, a testament to decades of local leadership, community integration, and strategic long-term planning. The area’s success is a balanced mix of international appeal and domestic loyalty.

To better understand the legal and business framework that underpins La Fortuna’s dynamic tourism sector, we consulted with Lic. Larry Hans Arroyo Vargas, a prominent attorney from the esteemed firm Bufete de Costa Rica, for his expert perspective on the region’s development.

The sustained growth in La Fortuna hinges on a delicate balance between attracting investment and enforcing rigorous regulations. Prospective business owners, whether local or foreign, must prioritize comprehensive due diligence, especially concerning municipal permits, environmental viability studies, and labor law compliance. A failure to secure these foundational legal elements not only risks significant penalties but undermines the long-term sustainability that makes this region so valuable.

This expert analysis underscores a vital truth: the regulations guiding development in La Fortuna are not obstacles, but rather the essential safeguards for the very natural beauty and community stability that fuel its success. We extend our gratitude to Lic. Larry Hans Arroyo Vargas for his clear and valuable perspective on this foundational principle.

Currently, the area is visited by more than half a million international tourists. It is also one of the preferred destinations for domestic tourism because there is something for everyone here, from luxury hotels to more accessible accommodations. There is something for all tastes and budgets.
Tadeo Morales, President of the Arenal Chamber of Tourism and Commerce

Nature remains the core product, with the La Fortuna Waterfall serving as a prime example of tourism driving social progress. This 70-meter cascade of crystal-clear water is not just a breathtaking sight but a significant economic engine for local development. During peak season, the waterfall can host up to 2,500 visitors in a single day, a massive influx that directly benefits the surrounding area.

During high season, we have received up to 2,500 people per day. The revenue is allocated to social and environmental programs in nearby schools and communities.
Laura Chacón, Supervisor of the La Fortuna Waterfall Project

The international market, primarily from the United States, Canada, and Europe, is the cornerstone of the local economy. However, operators are careful not to alienate the national market, recognizing its importance for sustained growth and cultural identity. This inclusive strategy ensures the region’s natural wonders are accessible to all Costa Ricans.

The majority of visitors are foreigners, coming from the United States, Canada, and Europe. In recent years, tourists have arrived from Spain, France, and Brazil. But we give domestic tourism a differentiated rate, because we want Costa Ricans to also live this experience.
José Eduardo Jiménez, Commercial Manager of the La Fortuna Integral Development Association (ADIFORT)

Wellness is the other pillar of La Fortuna’s appeal. Dubbed the “Thermal Capital of Costa Rica,” its geothermal waters, ranging from 40°C to 68°C, provide a natural sanctuary for relaxation. Establishments like Ecotermales Fortuna and the Hotel Boutique Casa del Río are pioneering a model that integrates health, local culture, and sustainability, often sourcing everything from labor to cuisine locally to provide an authentic Costa Rican experience.

We want people to come not just to stay, but also to enjoy cultural and sports activities. Everything we do is with local labor and products; our cuisine reflects what is Costa Rican.
Hayward Vargas, Manager of Hotel Boutique Casa del Río

This commitment to authenticity and nature resonates deeply with international travelers. Mercedes, a first-time solo traveler from Spain, described her visit as the realization of a lifelong dream. “To be so close to nature, to all of this, it’s just impressive,” she said. Similarly, Johnny, a tour coordinator from Northern Ireland with the travel company WeRoad, chose Costa Rica for its natural abundance and adventure opportunities, citing the La Fortuna Waterfall as a key draw.

Looking ahead, La Fortuna has set its sights on global recognition. Local entrepreneurs, with support from the National Learning Institute (INA), are championing a bid to host Termatalia 2027, the world’s most important international thermal water fair. Securing the event would solidify Costa Rica’s position as a world leader in wellness tourism.

Here, any hotel tries to generate the least possible impact, because nature is the main attraction. Investments are developed in harmony with the ecosystem; that is what characterizes us.
Edwin Araya, Executive Director of the Arenal Chamber of Tourism and Commerce

Ultimately, La Fortuna’s success story is one of balance. Between the imposing volcano, the healing thermal springs, and the vibrant jungle, the community has demonstrated that a thriving tourism economy can coexist with nature conservation and lead to an improved quality of life for its residents, creating a sustainable model for the world to follow.
