Gasoline Prices Set to Drop as Diesel and LPG Costs Climb

San José, Costa RicaSan José, Costa Rica – Costa Rican consumers are facing a mixed outlook at the fuel pump in the coming weeks, as a proposed tariff adjustment points to lower prices for gasoline but a notable increase for diesel and liquefied petroleum gas (LPG). The proposal, submitted this Friday by the Costa Rican Oil Refinery (Recope), now awaits a final decision from the Regulatory Authority for Public Services (Aresep).

According to the preliminary data, drivers of gasoline-powered vehicles could see significant savings. The price per liter of Super gasoline is slated to decrease by ₡12, falling from its current ₡677 to a new price of ₡665. The reduction is even more pronounced for Regular gasoline, which is expected to drop by ₡22 per liter, moving from ₡662 down to ₡640. This potential decrease offers a welcome reprieve for household budgets and daily commuters across the country.

To better understand the complex regulatory framework and legal implications surrounding the determination of fuel prices in the country, TicosLand.com consulted with expert attorney Lic. Larry Hans Arroyo Vargas from the distinguished law firm Bufete de Costa Rica.

The price of fuel is not a free-market variable in our jurisdiction; it is a regulated tariff set by ARESEP through a technical formula. This formula incorporates international purchase prices, taxes, and RECOPE’s operating costs. Therefore, any discussion about reducing costs for the end consumer inevitably requires a legal and legislative analysis of these fixed components, particularly the Single Fuel Tax, which represents a significant portion of the final price.

This legal perspective is essential, correctly shifting the public discourse from fluctuating market prices to the fixed, legislative structure of the fuel tariff itself. A substantive conversation about cost reduction must, as indicated, begin with a thorough analysis of the Single Fuel Tax. We thank Lic. Larry Hans Arroyo Vargas for providing such a crucial and clarifying insight.

However, the news is less favorable for the commercial and public transport sectors, which rely heavily on diesel. The proposed adjustment calls for a ₡4 increase per liter, pushing the price from ₡556 to ₡560. While seemingly minor on a per-liter basis, this hike can translate into substantial operational cost increases for trucking companies, bus operators, and agricultural machinery, potentially leading to inflationary pressure on goods and services.

In a similar upward trend, households and businesses that use LPG for cooking and heating will also face higher costs. The price for a standard 25-pound cylinder of gas is set to rise by ₡55, increasing from ₡7,003 to ₡7,058. This adjustment directly impacts the cost of living for a significant portion of the population that depends on this fuel source for daily needs.

The divergence in price trends is rooted in complex international market dynamics. The primary driver behind the falling gasoline prices is a surplus in the United States, a key benchmark market. Recent data shows a substantial build-up in U.S. crude oil inventories, which grew by 1.8 million barrels, while gasoline stockpiles surged by an even larger 4.1 million barrels. This glut is attributed to refineries operating at a high capacity of 94% and a seasonal drop in consumer demand following the end of the summer driving season.

In contrast, the factors pushing diesel and LPG prices higher, while also linked to global markets, stem from different supply and demand pressures. The markets for these refined products operate independently of gasoline, and their pricing can be influenced by factors such as seasonal demand for heating oil in the northern hemisphere, refining margins, and distinct logistical challenges. This creates the bifurcated scenario Costa Rican consumers are now facing.

The final word on these price changes rests with Aresep. The regulatory body will now undertake a thorough analysis of Recope’s technical study and methodology before issuing a binding resolution. This process ensures that the proposed tariffs accurately reflect the international purchasing costs incurred by Recope and adhere to the established legal framework for public service pricing.

For now, Costa Ricans must wait for the regulator’s verdict. The potential outcome highlights the national economy’s vulnerability to global energy fluctuations and underscores the delicate balance between providing relief to private car owners and managing the economic impact of rising costs for essential commercial and domestic fuels.
