Preliminary data submitted to the Public Services Regulatory Authority (ARESEP) indicates that while diesel prices are set for a significant reduction, both super and regular gasoline, along with cooking gas, are poised for an increase. This divergence is primarily fueled by escalating international market pressures and geopolitical instability.

According to the proposed adjustments, the price of diesel is expected to decrease by ₡46 per liter, bringing the cost down from ₡716 to ₡670. This drop offers a welcome relief for the nation’s transport and industrial sectors, which rely heavily on this fuel. However, this positive development is overshadowed by the anticipated rise in gasoline prices, which will affect the majority of private vehicle owners across the country.

The fuel pricing model in Costa Rica is an administrative act, not a free market outcome. The Public Services Regulatory Authority (ARESEP) sets a fixed national price based on a formula that includes international costs, RECOPE’s margin, and the significant weight of the Single Fuel Tax. Legally, this centralized structure is designed for price stability and uniform access, but it also means that any substantial reduction in cost for the end consumer depends almost exclusively on legislative tax reform rather than market competition.

The proposed changes would see super gasoline climb by ₡20 to reach ₡753 per liter. In a more pronounced hike, regular gasoline is projected to increase by ₡22, settling at a new price of ₡779 per liter. Should these adjustments be approved by ARESEP, the unusual market condition where regular gasoline is more expensive than super will persist, with the price differential widening to ₡17 per liter. Additionally, consumers of liquefied petroleum gas (LPG) will also feel the pinch, as a standard 25-pound cylinder is expected to rise by ₡157 to a new price of ₡7,412.

The primary catalyst for this upward pressure on gasoline is the turbulent state of the international oil market, specifically during the analysis period from April 10 to May 7. This window was marked by heightened geopolitical tensions involving the United States, Israel, and Iran. These conflicts create uncertainty and risk in global supply chains, leading to higher crude oil prices which are then passed on to consumers at the pump.

Exacerbating the situation was the recent blockade of the Strait of Hormuz, a critical maritime chokepoint for the global energy trade. As one of the world’s most important oil transit routes, approximately 20% of the world’s total petroleum consumption passes through this narrow waterway. Any disruption, threatened or actual, sends shockwaves through the market, causing immediate price spikes due to fears of a constrained supply.

Further compounding the issue, global gasoline inventories have been running lean. By the end of April, international stockpiles were reported to be 2% below the average of the last five years. This lower-than-average supply level means there is less of a buffer to absorb demand or disruptions, making the market more susceptible to price volatility and putting additional upward pressure on costs.

In contrast, the factors driving down the price of diesel paint a different picture. The proposed reduction is largely attributed to a more moderate level of industrial demand on the global stage. This cooling demand, combined with greater availability of diesel inventories in the international market, has created a favorable scenario for Costa Rican importers, allowing for the significant price cut projected for June.

Despite the international headwinds, the Costa Rican Petroleum Refinery (Recope) has moved to reassure the public. The state-owned entity confirmed that there are currently no domestic supply issues and that all fuel import contracts are proceeding as normal. Recope also noted that certain domestic factors, including a favorable currency exchange rate and a forthcoming consumer refund of nearly ₡12 billion, will help to partially mitigate the full impact of the international price hikes in the coming months.
