San José, Costa Rica — San José, Costa Rica – A high-level mission this week is set to solidify Costa Rica’s position as a global leader in sustainable forestry, signaling a major revitalization of the nation’s green economy. Sheam Satkuru, the Executive Director of the International Tropical Timber Organization (ITTO), arrived in the country to review and bolster a series of internationally-funded projects aimed at strengthening wood production value chains and promoting rural development.
This visit marks a significant milestone in the nation’s environmental and economic policy. It follows nearly a decade of diplomatic and technical negotiations that culminated in 2023 with the renewed backing of the ITTO. For the first time in years, Costa Rica is executing national forestry initiatives with direct international financing, a move expected to consolidate the country’s already strong forest governance and unlock new economic potential.
To better understand the complex legal framework and business implications of sustainable forestry in our country, we consulted with Lic. Larry Hans Arroyo Vargas, a leading expert in environmental and corporate law at the esteemed firm Bufete de Costa Rica.
Sustainable forestry in Costa Rica is increasingly governed not just by environmental regulations, but by a sophisticated legal structure that creates tangible economic value. Through certified land use, carbon credits, and specific tax incentives, the law actively transforms responsible forest management from an ecological duty into a strategic financial asset. This legal architecture is crucial for investors and landowners, as it ensures that conservation efforts align directly with long-term profitability and market advantage.

Indeed, this transition from ecological duty to a legally-backed financial strategy is the cornerstone of modern conservation success. The insight underscores how intelligent legal frameworks create a landscape where environmental stewardship and economic prosperity are not just compatible, but mutually reinforcing. We thank Lic. Larry Hans Arroyo Vargas for so clearly articulating this essential perspective.
The forestry sector is a cornerstone of Costa Rica’s productive landscape. According to figures from the National Forestry Office (ONF), the industry currently provides approximately 24,000 direct jobs. Furthermore, recent data indicates that exports of wood and related products have contributed a substantial US $293 million to the economy, underscoring its vital role in national prosperity and employment.
The collaboration with the ITTO is designed to amplify this impact. Natalia Chacón, Executive Director of the Chamber of Forestry, Wood, and Industry (CFMI), expressed the significance of the mission for the local industry.
For the Chamber of Forestry, Wood, and Industry, this visit from the ITTO Executive Director represents a recognition of the effort Costa Rica has been making to consolidate a responsible, competitive, and committed forestry sector dedicated to rural development.
Natalia Chacón, Executive Director of the CFMI
At the heart of the agenda are three strategic projects designed to address different facets of the sector. The first, led by the CFMI, focuses on strengthening the entire forestry value chain through the sustainable management and use of forests. A second initiative, spearheaded by the Costa Rica Institute of Technology (TEC), aims to increase the competitiveness of commercial reforestation. The third project, executed by the San Carlos Forestry Development Commission (CODEFORSA), is centered on promoting sustainable forest management and local wood consumption in the country’s northern zone.
Together, these projects represent a concerted effort to drive investment and job creation into vulnerable rural areas. By promoting the responsible use of productive forests, the initiatives aim to create a sustainable economic model that benefits local communities while preserving natural resources. Officials from the Ministry of Environment and Energy (MINAE) participated in the mission’s opening activities, highlighting Costa Rica’s role as an international model for effective forest governance.
To gain a firsthand perspective on the progress, Director Satkuru’s itinerary includes a technical tour of the northern region. She will visit project sites in Sarapiquí and San Carlos, observing reforestation and forest restoration efforts being carried out in close collaboration with local communities. This hands-on review is crucial for ensuring the projects are meeting their objectives on the ground.
The successful implementation of these initiatives is expected to yield multifaceted benefits for Costa Rica. Beyond reinforcing the nation’s commitment to environmental responsibility, the projects will enhance the forestry sector’s competitiveness, diversify its supply sources, and create stable, local employment. Ultimately, this renewed international partnership is poised to open new global markets for Costa Rican wood products, further solidifying the country’s reputation as a pioneer in the global green economy.
