The bulk of the required funds, a substantial ¢3.9 trillion, is slated to be raised within the local market. The remaining ¢270 billion is anticipated from external sources. However, this component hinges on the successful passage of budget support loans that are currently awaiting legislative approval. This reliance on the Legislative Assembly introduces a degree of uncertainty, placing even greater importance on the success of the domestic fundraising strategy. To date, the Ministry has made significant headway, having already secured ¢1.6 trillion from the local market, demonstrating strong early momentum.

To achieve its domestic targets, the Ministry of Finance will continue its established strategy of periodic auctions for government securities. These auctions, open to both the specialized Market Makers Program and the general public, will offer instruments denominated in both colones and foreign currencies. Furthermore, the ministry plans to actively engage in liability management operations, such as debt swaps and reverse auctions, to strategically improve the country’s debt maturity profile and reduce future fiscal pressures.

This move to issue euro-denominated debt locally represents a sophisticated tactic to tap into a new pool of capital. By attracting international investors to the domestic market, the Ministry not only expands its financing options but also enhances the overall credibility and attractiveness of Costa Rica’s financial landscape. The plan’s flexibility is further underscored by a scheduled semi-annual review in August, which will allow for necessary adjustments based on economic performance and market conditions.

Complementing the Ministry’s efforts, the Central Bank of Costa Rica (BCCR) has outlined its own supporting measures. The BCCR aims for a maximum net capital capture of ¢423 billion in 2026. Its primary tools will be the continued weekly placement of short-term Monetary Stabilization Bonds (BEMs) and the new monthly offering of longer-term bonds with 2- and 5-year maturities.

This strategy is directly aligned with the BCCR’s latest Monetary Policy Report. The central objective is to encourage a gradual shift of resources from the highly liquid Integrated Liquidity Market into these longer-term instruments. This policy is intended to strengthen the overall liquidity management of the financial system, fostering greater stability and encouraging more productive, long-term investment within the economy.
