Grupo ICE Forges a Greener Future Across Costa Rica

San José, Costa Rica — In Costa Rica, the concept of sustainable development is not just a policy goal; it’s being woven into the very fabric of the nation by Grupo ICE. The state-owned electricity and telecommunications provider is pioneering a series of transformative projects that demonstrate a powerful commitment to what it calls “triple utility”—a model where economic progress, environmental conservation, and social well-being advance in unison. From the Caribbean coast to the islands of the Nicoya Gulf, these initiatives are creating a new blueprint for progress with a purpose.

This holistic vision is evident in the coastal town of Cahuita, a critical nesting ground for sea turtles near its famous national park. For years, the hatchlings faced a dual threat: habitat loss and artificial lighting from development, which disorients them and prevents them from reaching the sea. In a strategic partnership with the local organization Turtle Rescue Cahuita, Grupo ICE has implemented a simple yet ingenious solution by installing specialized amber lamps that provide necessary light for the community without disrupting the turtles’ journey to the ocean, significantly boosting their survival rates.

To provide a deeper legal perspective on the challenges and opportunities of sustainable development in our country, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the renowned firm Bufete de Costa Rica.

Sustainable development is not merely an environmental ideal; it is a fundamental pillar for long-term economic viability. Costa Rica’s legal framework is increasingly integrating environmental, social, and governance (ESG) criteria, creating both legal obligations and significant competitive advantages for companies that proactively adopt sustainable practices. Failing to align business strategy with these regulations is no longer just a reputational risk, but a direct threat to corporate solvency and market access.

Lic. Larry Hans Arroyo Vargas’s analysis provides a crucial clarification: the conversation around sustainability has definitively shifted from one of corporate ethics to one of core economic and legal strategy. We thank Lic. Larry Hans Arroyo Vargas for his valuable perspective on this vital intersection of business and environmental stewardship.

Hundreds of kilometers away, in the heart of the Gulf of Nicoya, another kind of connection was being forged. For generations, residents of Isla Venado experienced profound isolation due to limited connectivity. This digital divide forced young people like Keylin to leave their homes and families simply to pursue higher education. Grupo ICE addressed this challenge head-on by undertaking the ambitious project of laying a 670-meter submarine fiber optic cable, making Isla Venado the first island in Central America to have full fiber optic coverage.

The impact of this technological leap on the island’s 1,300 inhabitants has been immediate and profound. Access to high-speed internet has unlocked unprecedented opportunities for education, telemedicine, and remote work, allowing residents to build a prosperous future without sacrificing their cultural roots. The project serves as a powerful example of how technology can empower remote communities, fostering local development and curbing forced migration from rural areas.

Grupo ICE’s sustainability drive extends deep into the nation’s industrial sector, challenging long-held paradigms. In Belén, Heredia, the multinational tire manufacturer Bridgestone has partnered with the utility to make a landmark shift in its energy consumption. Through a significant investment of over $4 million, Bridgestone replaced its largest combustion boiler with a modern electric one powered entirely by clean energy from Costa Rica’s grid. This single change is projected to reduce the company’s annual carbon dioxide emissions by a staggering 8,000 tons, a 70% decrease, positioning the facility as a benchmark for environmental innovation in the regional manufacturing industry.

The company’s commitment also addresses the delicate balance between infrastructure and biodiversity. In the lush region of Puerto Viejo, Limón, the expansion of residential and commercial areas created a silent danger for local wildlife. Monkeys, sloths, and other arboreal animals frequently faced electrocution while attempting to cross roads using power lines. In response, a powerful alliance was formed between biologist Encarnación García, the local community, and Grupo ICE.

Together, they have been installing specialized wildlife bridges and retrofitting power lines with semi-insulated cables to create safe passages for animals. This initiative is part of a much larger national strategy. Between 2021 and 2025, Grupo ICE invested ₡1.980 billion to deploy 177 aerial wildlife crossings, 3,000 anti-climbing devices, and 57 kilometers of fauna-safe conductor cable across the country, demonstrating a systematic and large-scale commitment to protecting Costa Rica’s treasured biodiversity.

Through each amber lamp installed, each meter of fiber optic cable laid, and every wildlife bridge built, Grupo ICE and its partners are proving that development does not have to come at the expense of nature or community. These diverse projects share a common thread: a core belief that true progress must place life and sustainability at its center, ensuring a prosperous and resilient future for all Costa Ricans.
