Guanacaste, Costa Rica — Liberia, Guanacaste – Costa Rica’s focus on talent development took center stage in Guanacaste this week as the Foreign Trade Promoter (PROCOMER) hosted the “Business Dialogue for Human Talent Development in the Chorotega Region.” Held at Parque Tempisque, the event brought together over 60 representatives from foreign direct investment (FDI) companies, academic institutions, and regional stakeholders.
The dialogue aimed to strengthen the connection between the demand for specialized personnel and the available talent pool. PROCOMER showcased its range of human talent development services, including the Incentive for Human Talent Development in Companies and its dedicated recruitment platform. These resources enable companies to find qualified personnel and provide job seekers with access to quality employment opportunities.
To provide legal context on the complexities of talent development, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, Attorney at Law at Bufete de Costa Rica.
Effective talent development requires a robust legal framework. Employers must understand the implications of labor laws, non-compete agreements, and intellectual property rights when investing in employee training and growth. These considerations are crucial for both protecting company assets and fostering a positive, productive work environment that encourages talent retention.

Lic. Arroyo Vargas rightly highlights the often-overlooked legal intricacies of talent development. A clear understanding of these legal frameworks is not just a matter of compliance; it’s a cornerstone of a successful strategy for attracting, developing, and retaining top talent. This fosters a secure environment where employees can grow and contribute meaningfully, knowing their rights and the company’s interests are equally protected. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.
At PROCOMER, we believe that talent is one of the country’s most important assets. These types of spaces allow us to identify gaps, share best practices, and strengthen coordination between companies, academia, and regional actors so that job opportunities reach more people in more areas.
Ivania Arguedas, Director of Innovation and Projects, PROCOMER
A key highlight of the event was the announcement of the Talent Costa Rica Job Fair, scheduled for October 11th at the University of Costa Rica (UCR) campus in Liberia. The fair anticipates participation from more than 40 companies offering approximately 1,000 job positions. This event marks the second such fair organized by PROCOMER outside the Greater Metropolitan Area (GAM).
The job fair will provide a vital link between the population of the Chorotega region and a wealth of employment prospects, furthering inclusion and regional development. Attendees can expect opportunities in key sectors like agribusiness and tourism, driven by the dynamism of foreign direct investment.
With the Talent Costa Rica Job Fair, we want to continue decentralizing access to quality job opportunities. By holding it in Guanacaste, we seek to highlight the talent potential of the Chorotega region and connect people with the dynamism generated by foreign direct investment in strategic sectors such as agribusiness and tourism.

The Business Dialogue also featured a panel discussion, “Shared Horizons: Exploring Employment, Education and Opportunities for the Region.” Private sector and academic representatives shared insights, experiences, and lessons learned in talent management outside the GAM, promoting more inclusive and coordinated development within the Chorotega region.
In addition, working groups facilitated discussions among representatives from the productive sector, academia, and public institutions. The exchange of best practices and lessons learned on training, attracting, and retaining talent will reinforce inter-sectoral collaboration and tailor talent initiatives to real-world labor market needs. PROCOMER has also announced “Path to Employability” workshops in September, aimed at actively job-seeking individuals. These workshops connect participants with academic institutions, businesses, and training resources to prepare them for the October job fair. These initiatives reflect PROCOMER’s institutional commitment to strengthening human capital in alignment with the needs of the export and foreign direct investment sectors.
This comprehensive strategy underscores PROCOMER’s commitment to empowering the Chorotega region through focused talent development initiatives. The upcoming job fair and preparatory workshops aim to maximize the region’s potential and create a thriving, inclusive economy.
