The new system is accessible through its Virtual Office (OVi), which now serves as a central hub for all tax management activities. Taxpayers can perform a comprehensive range of tasks from a single interface, including filing and amending tax returns, updating personal and corporate information, and making payments. The platform also provides access to complete tax records and files, and will proactively send alerts and notifications to users, ensuring they remain compliant and informed of their obligations.

One of the most anticipated features of TRIBU-CR is its modernized payment system. For the first time, taxpayers can settle their obligations directly online within the OVi portal by simply entering an IBAN account number. This eliminates the previous need to use separate banking platforms for payments. For those who prefer or require in-person transactions, the option to pay at the teller windows of any Banco de Costa Rica (BCR) and BAC Bank branch remains fully available, ensuring a smooth transition for all users.

This launch constitutes the first phase of a comprehensive, multi-year project. The initial rollout includes the first nine of a total of 28 planned modules. The Ministry of Finance has outlined a progressive implementation schedule, with the remaining modules set to be integrated incrementally. The full deployment of the TRIBU-CR system is expected to be completed by 2027, at which point it will encompass the entirety of the country’s tax administration functions.

The technical groundwork for this transition was a monumental undertaking. In the days leading up to the launch, from September 25th to October 4th, the Tax Administration successfully migrated a staggering 883 million records associated with registered taxpayers. This massive data transfer underscores the complexity and scale of the project, which aims to consolidate decades of information into a single, secure, and modern digital ecosystem.

Coinciding with the debut of TRIBU-CR, the Ministry has also rolled out a new free electronic invoicing tool called TICO FACTURA. This new system, which also went live on October 6th, replaces the previous free invoicing platform that was decommissioned yesterday evening. Accessible via the OVi portal with the user’s existing credentials, TICO FACTURA boasts a more intuitive and user-friendly interface, designed to simplify the e-invoicing process for small businesses and independent professionals.

To ensure a smooth adoption process, the General Directorate of Taxation has significantly bolstered its taxpayer support infrastructure. Additional staff have been assigned to all regional tax offices to provide in-person assistance and guidance on using the new platforms from 8 a.m. to 4 p.m. Furthermore, comprehensive support is available through the “Infoyasistencia” digital help tool on the TRIBU-CR website and the dedicated Tax Information Center phone line at 2539-4000, which operates on an extended schedule from 8 a.m. to 6 p.m. on weekdays.

The rollout of TRIBU-CR and TICO FACTURA signifies more than just a technological upgrade; it reflects a strategic move by the Costa Rican government to enhance fiscal efficiency, improve the taxpayer experience, and strengthen compliance.
