Heredia Council Rejects Arias Name Removal

Heredia, Costa Rica — Heredia, Costa Rica – The Heredia Municipal Council voted against removing former President Óscar Arias Sánchez’s name from the Palacio de los Deportes (Sports Palace) in a contentious 5-4 decision on Monday. The proposal, stemming from a motion by Frente Amplio councilman José Daniel Berrocal, also sought to remove the accompanying “Nobel Peace Prize” lettering from the building’s entrances.

Council members supporting the name change argued that the existing signage contradicts Law 3535, “Law of Creation of the National Nomenclature Commission,” which stipulates that individuals must be deceased for at least five years before receiving such an honor. Arias, a two-term president and 1987 Nobel Peace Prize laureate, passed away in 2019.

The National Liberation Party (PLN) and Social Christian Unity Party (PUSC) members who opposed the measure claimed the decision falls under the jurisdiction of Mayor Ángela Aguilar, a PLN member. Councilwoman Heidy Hernández (PLN) also pointed to the lack of a budget analysis for the proposed changes.

Berrocal initially raised the issue on August 4th, citing confusion among residents who use both “Palacio de los Deportes” and “Dr. Óscar Arias Sánchez Sports Palace” to refer to the venue. The matter was then referred to the Cultural Affairs Commission, which recommended rectifying the official name and removing all references to Arias.

The commission’s report also advocated for the establishment of a formal decorations regulation to guide future naming decisions for municipal buildings. Prior to the vote, legal advisor Priscila Quirós cautioned against political pressure influencing council members’ decisions.

The 1988 records from the National Nomenclature Commission revealed a negative ruling on naming the palace after Arias due to him being alive at the time. Despite this, the lettering was installed, a move Berrocal deems a legal transgression. He emphasized that the initiative is not meant to disrespect Arias but to uphold the law.
