The state-owned utility surpassed private companies and other public sector organizations, cementing its leading reputation among Costa Rican citizens in 2025.
The survey revealed that ICE holds a 53% trust level, the highest among all institutions evaluated. This impressive figure places ICE ahead of private companies (48%), public universities (47%), the Costa Rican Social Security Fund (CCSS) (46%), and the Supreme Electoral Tribunal (TSE) (41%).
