ICE’s estimations are grounded in real data concerning the CVG factor, which will be submitted to the regulatory body for official implementation. This projection comes from the balance of energy transactions within the Regional Electricity Market (MER) and the usage of backup generation fuels.

Despite the positive outlook for 2026, ICE acknowledges persistent challenges that impact electricity pricing. Several factors outside of the institution’s control continue to exert upward pressure on tariffs.

On the distribution side, a significant portion of the adjustment is attributed to a rebound effect in the 2026 tariff, resulting from the expiration of the Build-Operate-Transfer (BOT) contract settlement applied in 2025.

Furthermore, transmission costs are also expected to rise. The primary driver of this increase is the delayed impact of the El Niño phenomenon. This includes payments to the Regional Operating Entity (EOR) for the use of the electricity grid for energy imports and exports in 2024.
