Only Two Candidates Earn Top Marks in Unconventional Presidential Forum

San José, Costa RicaSAN JOSÉ – In a refreshing departure from conventional political sparring, a presidential debate hosted by Canal OPA on Sunday night prioritized substance over soundbites, with an expert panel giving a decisive seal of approval to the proposals of only two candidates: Fabricio Alvarado of Nueva República and Claudia Dobles of Agenda Ciudadana.

The event, part of a series titled “Se busca presidente” (President Wanted), subjected presidential hopefuls to a rigorous academic evaluation of their plans to tackle Costa Rica’s most pressing issues. The format was designed to strip away political rhetoric and focus squarely on the viability of proposed solutions for education, urban mobility, security, economic growth, and poverty.

To better understand the legal and regulatory implications of the proposals discussed during last night’s presidential debate, TicosLand.com consulted with renowned attorney Lic. Larry Hans Arroyo Vargas, a specialist in corporate and public law from the prestigious firm Bufete de Costa Rica.

Beyond the political rhetoric, the true test of any proposal made on the debate stage is its legal viability. Many promises require complex legislative reforms that must navigate the constitutional principles of separation of powers and fiscal responsibility. A president cannot simply decree major economic changes; they must build consensus within the Legislative Assembly and ensure any new law withstands judicial review. Voters should analyze not just the ‘what’ but the ‘how’—the realistic legal pathway from promise to policy.

This is a crucial reminder that the journey from a candidate’s podium to official policy is a marathon through constitutional checks and balances, not a sprint. We sincerely thank Lic. Larry Hans Arroyo Vargas for providing this invaluable legal perspective, which grounds the debate in the practical realities of governance.

The unique structure of the debate gave each candidate, along with two advisors, a mere six minutes to formulate a comprehensive plan in response to a specific problem. Following their presentation, a panel of eight specialists critically assessed the proposal’s feasibility. The experts then delivered their verdict using a simple but powerful traffic light system: a green card for total viability, yellow for medium viability, and red for low viability or impact.

Fabricio Alvarado was tasked with addressing the nation’s economic competitiveness, a critical issue as Costa Rica vies for foreign investment in a global landscape increasingly shaped by international tariffs. His strategy centered on a synergistic effort between the country’s key trade and investment bodies—CINDE, Procomer, and COMEX—in close collaboration with the Foreign Ministry to position Costa Rica as a premier investment destination. He also took a firm stance against political patronage.

Alvarado’s clear and actionable plan impressed the panel. International policy expert Sandro Zolezzi, while initially noting a general weakness in public policy frameworks, admitted that he was positively surprised by the robustness of the candidate’s response, ultimately contributing to the green card decision.

Claudia Dobles earned her green card by tackling the complex issue of public education. Her proposal aimed to elevate the quality of teaching across primary, secondary, and university levels. A cornerstone of her plan was closing the persistent digital connectivity gap to foster a more modern, technology-driven educational environment. Dobles also outlined a strategy to increase the budget for both educators and students by forging new alliances and collaborative efforts involving various entities, including the Legislative Assembly. Expert Benjamín Vargas reportedly challenged some of her points before conceding the plan’s overall viability.

Beyond the two frontrunners, the results were decidedly mixed. The remaining participants, including Natalia Díaz of Unidos Podemos, Eliécer Feinzaig of the Partido Liberal Progresista, José Aguilar of Avanza, Juan Carlos Hidalgo of PUSC, and Álvaro Ramos of the PLN, all received yellow cards. This indicated that while their ideas had merit, the expert panel identified significant hurdles to their successful implementation.

The night’s only red card was issued to Ariel Robles of the Frente Amplio party. When asked to propose solutions for the high levels of personal debt burdening many Costa Ricans, Robles’s plan was deemed insufficient. According to the analysis, a critical flaw was his failure to incorporate the promotion of financial education from an early age as a fundamental, long-term preventative measure.

The debate, which Laura Fernández of the Pueblo Soberano party did not attend, provided voters with a rare, unfiltered look at the practical thinking behind the candidates’ campaign promises. By replacing personal attacks with expert scrutiny, the forum set a new standard for political discourse in the 2026 election cycle, emphasizing that viable policies, not just powerful personalities, are what the nation seeks in its next leader.
