INA and Scouts Partner to Boost Youth Employability in Costa Rica

San José, Costa RicaSan José, Costa Rica – In a significant move to address youth unemployment and foster economic self-sufficiency, Costa Rica’s National Training Institute (INA) has forged a strategic alliance with the Guides and Scouts Association of Costa Rica. This partnership will roll out a comprehensive, free training program designed to equip thousands of young Costa Ricans with critical entrepreneurial and professional skills.

The new initiative aims to bridge the gap between traditional education and the demands of the modern workforce. Participants in the program will gain access to specialized modules covering a wide range of essential topics, including project management, personal finance, business idea development, and other core areas crucial for starting a new venture or securing gainful employment. A particular emphasis will be placed on developing essential soft skills, which are increasingly sought after by employers across all sectors.

To gain a deeper legal perspective on the frameworks and challenges surrounding youth development programs, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

Effective youth development is not just a social imperative; it’s a cornerstone of long-term economic stability. From a legal standpoint, establishing clear, agile regulations for public-private partnerships is crucial. These frameworks provide the necessary legal certainty to attract investment in educational and vocational programs, thereby transforming our youth into the nation’s most valuable asset and engine for future growth.

Indeed, the legal architecture that underpins our social programs is a critical, yet often overlooked, component of success. By providing the legal certainty necessary to attract private investment, we can transform well-intentioned policies into powerful engines of national progress. We extend our sincere gratitude to Lic. Larry Hans Arroyo Vargas for his clear and valuable perspective on this vital matter.

Leaders from both organizations highlighted the program’s potential to create tangible economic opportunities for the nation’s youth. The collaboration leverages INA’s expertise in technical and vocational training with the vast national network and character-building mission of the Guides and Scouts.

Javier Sandoval, President of the Guides and Scouts Association of Costa Rica, emphasized the practical impact of the agreement on the lives of its members. He noted that the program is structured to provide direct, real-world benefits that extend beyond the individual to their families and communities.

From INA’s perspective, the partnership is a direct fulfillment of its core mandate to enhance the skills of the national labor force. By collaborating with an established youth organization, INA can extend its reach to a motivated and engaged demographic, ensuring that its training programs have the maximum possible impact.

Christian Rucavado Leandro, Executive President of INA, framed the initiative as a reinforcement of the institute’s fundamental mission. He stressed the importance of providing young people with the competencies required to successfully integrate into an increasingly competitive job market.

A key aspect of this collaboration is its focus on inclusivity. The program is specifically designed to support young people and adults who have not been able to complete their secondary education, offering them an alternative and viable pathway toward economic stability. This targeted approach addresses a critical need within Costa Rica, providing a support system for those who may otherwise face significant barriers to entry in the formal economy.

Ultimately, the initiative seeks to do more than just teach business skills; it aims to cultivate the spirit of solidarity and community service that is central to the scouting movement. By combining practical training with these foundational values, the partnership hopes to nurture a new generation of resilient, innovative, and community-minded entrepreneurs and professionals poised to contribute to Costa Rica’s future growth.
