San José, Costa Rica — San José, Costa Rica – In response to a relentless wave of digital threats sweeping the nation, the National Insurance Institute (INS) has officially launched Cyber Pro, a personal insurance policy designed to shield individuals from the financial fallout of online fraud and cyberattacks. The move comes as data reveals Costa Ricans face an onslaught of more than 3.4 million cyberattack attempts annually, creating an urgent need for new defense mechanisms.
The digital landscape has become increasingly hazardous for citizens. According to cybersecurity firm Kaspersky, Latin America endured over 697 million phishing attacks in 2024 alone. Costa Rica accounted for a significant portion of this activity, with 3,475,290 reported attacks within its borders. This staggering figure breaks down to an average of six malicious attempts every minute, highlighting the constant and pervasive risk to personal data and finances.
The economic impact of this digital crime wave is substantial. Data from the Judicial Investigation Organism (OIJ) points to 2021 as a watershed year for electronic scams, largely driven by the shift to online activities during the COVID-19 pandemic. During that year, a staggering ¢27.3 billion was stolen directly from the bank accounts of Costa Ricans, a clear indicator of the vulnerabilities individuals face.
It is within this high-risk environment that INS has developed its latest offering. The institute aims to provide a financial safety net for victims, addressing a critical gap in personal security.
The data is truly alarming, and it was precisely to meet this need that the INS Cyber Pro insurance was born, an innovative solution that offers protection against cyberattacks, online fraud, domestic system risks, and identity theft.

The Cyber Pro policy is structured to indemnify individuals for expenses incurred as a direct result of a cyber incident. INS is offering four distinct plans to cater to different needs and budgets. The pricing structure is designed to be accessible, with annual premiums starting at ₡21,326 (VAT included) for the basic plan and going up to ₡50,296 (VAT included) for the most comprehensive coverage. For those who prefer to pay in U.S. dollars, the annual costs range from approximately $39.49 to $93.14, depending on the selected plan.
A key feature of the Cyber Pro policy is its ease of access. INS has categorized it as an individual “auto-expedible” (self-issuing) product, allowing customers to purchase coverage quickly and conveniently from their computer or mobile device through the INS website. This streamlined process eliminates traditional administrative hurdles and makes protection immediately available. The policy operates on an annual term, with flexible payment options including annual, semi-annual, quarterly, or monthly installments.
It is important to note that the Cyber Pro policy is tailored specifically for individuals. Recognizing the distinct needs of the business sector, INS has developed a separate product, Cyber Corporate Insurance. This enterprise-level solution involves a more detailed underwriting and contracting process and is not available through the self-issuing online portal.
With the launch of Cyber Pro, INS is taking a proactive step to empower citizens in an era of escalating digital threats. By providing a direct financial recourse against online scams and identity theft, the policy offers not just monetary compensation but a crucial sense of security for Costa Ricans navigating the complexities of the modern digital world.
