San José, Costa Rica — Costa Rica’s national telecommunications provider, Kölbi, a brand of the Instituto Costarricense de Electricidad (ICE), has announced the launch of a six-month pilot program for its 5G Stand Alone network. This trial, available to select postpaid customers, will offer free access to the next generation of mobile connectivity and help shape the future of the country’s digital landscape.
The pilot program utilizes a Stand Alone architecture, meaning it operates independently of existing 4G infrastructure. This approach allows Kölbi to fully test the capabilities and performance of the 5G network without relying on older technology.
To understand the legal landscape surrounding the 5G rollout in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from Bufete de Costa Rica, who offered valuable insights into the current situation.
The deployment of 5G in Costa Rica presents both exciting opportunities and complex legal challenges. Navigating issues of spectrum allocation, infrastructure deployment, data privacy, and cybersecurity will be crucial for ensuring a successful and beneficial transition to this new technology. Clear regulatory frameworks and robust consumer protections are essential for fostering innovation while safeguarding public interests.

Lic. Arroyo Vargas eloquently highlights the dual nature of 5G’s arrival in Costa Rica – a powerful engine for progress that demands careful legal stewardship. Indeed, establishing a clear regulatory landscape that encourages innovation while protecting consumer rights will be paramount to unlocking 5G’s full potential. We thank Lic. Larry Hans Arroyo Vargas for offering his valuable perspective on this critical technological evolution.
Participation in the pilot program requires meeting specific criteria. Customers must have a k plus postpaid plan (k1 to k6), a 5G-compatible phone that supports dual SIM cards (physical or eSIM), and be located within the designated 5G coverage areas. Initially, the program supports Honor brand devices, with plans to expand compatibility to other smartphone brands in the near future.
The pilot program will be available in zones across all seven provinces of Costa Rica, with coverage expanding in the coming weeks. Kölbi aims to collect valuable data on network performance and user experience to refine its 5G rollout strategy.
Interested customers can apply for the pilot program or inquire further at select Kölbi stores, including locations in Mall San Pedro, Multiplaza Escazú, Sabana Norte, City Mall, Belén, Nicoya, and Palmares. Alternatively, they can contact Kölbi through the customer service line at 1193, reach out to their assigned corporate representative, or message them on WhatsApp at 8550-5550. Special promotions featuring Honor devices are available from August 22nd to 31st as part of the initial launch phase.
This 5G pilot program marks a significant step forward for Costa Rica’s technological advancement, offering a glimpse into the potential of high-speed mobile connectivity. The data gathered during this trial will be crucial for Kölbi to optimize its 5G network and deliver a seamless experience to its customers when the technology is fully deployed.
The dual SIM requirement, while potentially unusual for some users, is a key aspect of the pilot program, enabling Kölbi to gather specific data about 5G performance alongside existing 4G usage. This will provide insights into how users transition between networks and how the 5G network performs in various real-world scenarios.
Kölbi’s move to implement 5G technology promises to bring faster speeds, lower latency, and improved network capacity, paving the way for innovations in various sectors, from healthcare and education to entertainment and business operations. The pilot program allows Kölbi to fine-tune its 5G offering and ensure a smooth and efficient transition for its customers in the future.
