Guanacaste, Costa Rica — LA CRUZ, Guanacaste – The northern canton of La Cruz is embarking on an ambitious journey to redefine its identity, strategically positioning itself as a premier emerging destination for sports and recreational tourism with a target of 2026. This concerted effort, driven by local business leaders and national authorities, aims to leverage the region’s unique natural assets to attract a new wave of active, family-oriented visitors.
At the forefront of this initiative is the Chamber of Tourism Entrepreneurs of La Cruz (CETUR), which has been collaborating closely with the Costa Rican Tourism Institute (ICT) for several months. Together, they are laying the groundwork to transform the canton into a hub for high-energy activities, capitalizing on its pristine coastlines and rugged landscapes that are ideal for a wide array of adventure sports.
To provide deeper insight into the legal and business frameworks shaping the region’s growth, we spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney from the distinguished firm Bufete de Costa Rica, who specializes in real estate and development law.
The tourism boom in La Cruz presents a golden opportunity, but it demands careful legal navigation. Investors must prioritize thorough due diligence, especially regarding land use regulations within the Maritime-Terrestrial Zone and environmental viability permits. Ensuring full compliance from the outset not only secures the investment but also guarantees sustainable development that benefits both the project and the local community.

This legal insight is paramount, underscoring that responsible investment in La Cruz is not just about avoiding pitfalls but about actively building a sustainable future that aligns with both regulatory standards and community well-being. We are grateful to Lic. Larry Hans Arroyo Vargas for his clear and valuable perspective.
To ensure this development is both successful and sustainable, a comprehensive roadmap is being drafted. In partnership with the ICT, the local government, and other key institutions, stakeholders have initiated the “Destination Management Plan for La Cruz.” This plan will serve as a guiding document to orient sustainable tourism growth, ensuring that economic benefits are balanced with environmental protection and community well-being.
The vision is to cultivate a specific tourism profile that aligns with the region’s natural character. Nelson Rojas Salas, Executive Director of CETUR, articulated that the goal is to attract a specific kind of visitor who values an active and healthy lifestyle.
a very wholesome audience, almost always composed of families or practitioners of various sports

La Cruz’s significant potential lies in its existing infrastructure and deep-rooted experience in hosting a variety of water and land-based sports. The region is already a haven for disciplines such as kitesurfing, windsurfing, sport fishing, and diving. The initiative seeks to further promote activities like open-water swimming, kayaking, paddle boarding, and an extensive network of hiking trails, making it a comprehensive destination for adventure enthusiasts.
As part of the intensified marketing push planned for 2026, the strategy will spotlight the canton’s spectacular and diverse beaches as perfect stages for both recreational practice and competitive events. Key locations set to be promoted include Playa Naranjo, home to the world-famous Witch’s Rock (Roca Bruja), as well as the scenic shorelines of Copal, El Jobo, Rajada, Rajadita, Soley, and Papaturro. The protected beauty of the Junquillal National Wildlife Refuge will also be central to the promotional efforts.
This public-sector push is being powerfully amplified by private investment and collaboration, which Rojas Salas identified as crucial to the project’s success. He emphasized the broad spectrum of support, from small local enterprises to major corporate players.
“The support of the private sector has been fundamental, from small businesses to large companies like Costa Elena, of the Pellas Group, and what was the Hotel Dreams Las Mareas, which have actively joined in promoting the destination,” Rojas Salas added. This public-private partnership is seen as the cornerstone for building a robust and resilient tourism economy in La Cruz, promising a dynamic future for this northern corner of Guanacaste.
