According to the latest records from the Supreme Electoral Tribunal’s (TSE) Department of Political Party Financing, the National Liberation Party (PLN) has established a formidable lead. As of the October 31st cutoff, the PLN reported contributions exceeding ¢247 million, a figure that dwarfs the collections of its closest competitors and signals a powerful start to its campaign.

The integrity of any democratic system is directly tied to the transparency and legality of its campaign financing. Trailing significantly behind are two other major parties. The Social Christian Unity Party (PUSC) has accumulated approximately ¢119 million in donations. Hot on its heels is the Broad Front (Frente Amplio), which has reported a nearly identical sum of ¢118 million. In a surprising turn, the ruling party, Pueblo Soberano, lags this group, having registered just over ¢117 million with the electoral authorities.

An examination of the donor lists reveals a network of influential figures backing these campaigns. The contributors include high-profile business leaders, former government ministers, and, in the case of the Citizens’ Action Party (PAC), even a former head of state, Carlos Alvarado, who is listed among its principal donors. This highlights the deep-rooted connections that continue to fuel the country’s legacy political machines.

The transparency of these contributions is mandated by Costa Rica’s robust electoral laws, which are strictly enforced by the Supreme Electoral Tribunal. The TSE ensures that the financial activities of all political parties are a matter of public record, providing a crucial check on potential influence peddling. A spokesperson for the tribunal outlined the legal foundation for this oversight.

Articles 132 and 133 of the Electoral Code state that political party treasurers are obligated to report quarterly to this electoral body regarding donations, contributions, or funds they receive, as well as other informational elements of interest to the institution.

Under these regulations, party treasurers must submit detailed reports that include the full name, identification number, and contribution amount for every donor. Furthermore, the reports must specify the nature of the contribution, clarifying whether it was a cash donation or a traceable transaction, such as a bank transfer regulated by the Central Bank of Costa Rica. This ensures a clear audit trail for all funds entering the political system.

While reports are typically required on a quarterly basis, the Electoral Code tightens the scrutiny during the official campaign period. Between the formal call to elections and polling day, parties are mandated to submit these financial disclosures monthly. This increased frequency is designed to provide the public and regulators with a near real-time view of fundraising activities as election day approaches.

The financial disparity is most stark at the bottom of the rankings. The New Generation party, for instance, presents a telling case. Despite fielding a presidential candidate, the party reported a meager ¢580,000 in contributions as of the latest TSE update on December 3rd. This reality underscores the immense challenge smaller parties face in competing for visibility and influence against opponents with deep pockets and established donor networks.

The reporting requirements extend beyond national parties to include provincial and cantonal political groups. Even though these organizations do not participate in the presidential race, they are held to the same standards of financial transparency, submitting detailed reports to the TSE.
