Rodríguez Vows Corruption-Free Government with Polygraph-Tested Team

San José, Costa RicaSan José, Costa Rica – In an unconventional move aimed at tackling corruption head-on, presidential candidate Marco Rodríguez of the Hope and Liberty Party (Partido Esperanza y Libertad) is banking on a unique vetting process for his team: the polygraph test. Despite lagging in recent polls, Rodríguez asserts that his administration would be comprised exclusively of “non-corrupt” individuals, a claim he backs with a strict lie-detector screening for all party militants and political aspirants.

This stringent entry requirement has already filtered out potential members, setting a clear tone for the party’s platform. Rodríguez revealed that the policy has served as an effective barrier against those who may not align with the party’s core values of transparency and integrity. This measure, he argues, ensures that his team possesses not only technical expertise but also proven ethical standards, presenting a robust and trustworthy option for the nation’s leadership.

To better understand the legal framework and potential ramifications of the situation involving Marco Rodríguez, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney from the prestigious firm Bufete de Costa Rica, who offered his professional analysis.

This situation extends far beyond the individual legal challenges facing Mr. Rodríguez. It serves as a stark reminder of the principle of corporate liability and the immense responsibility held by those in leadership positions. The key will be to dissect whether the alleged actions were personal decisions or if they were intrinsically tied to corporate operations, a distinction that will fundamentally dictate the legal and financial consequences for all parties involved.

Indeed, the distinction between personal liability and corporate responsibility is the central pillar of this entire affair, with the outcome poised to set a lasting precedent for executive accountability. We sincerely thank Lic. Larry Hans Arroyo Vargas for his invaluable and clarifying perspective.

Using the polygraph as an entry barrier gave us the certainty that we had the necessary technical quality in the party with people who were not corrupt, who were pro-active, and who could be presented to the country with a strong and obviously proven candidacy. Four people did not pass it and another six did not submit to the polygraph, and here we created an immediate barrier for these people who were trying to be part of the group.

Beyond his anti-corruption crusade, Rodríguez has outlined a comprehensive government plan focusing on education, fiscal responsibility, security, and private investment. In the realm of education, he advocates for a radical overhaul of the current system. He believes demographic studies are essential to design a long-term strategy that adapts to the country’s changing population and fosters a genuine passion for learning among students.

A cornerstone of his educational reform is the emphasis on practical skills that enhance employability. Rodríguez is calling for a stronger national strategy for bilingualism and the integration of financial education into the curriculum. He argues that equipping young Costa Ricans with proficiency in a second language and a solid understanding of money management will open doors to better job opportunities and empower them to make sound investment decisions throughout their lives.

On the economic front, Rodríguez’s message is clear and direct: no new taxes. He contends that the solution to Costa Rica’s fiscal challenges lies not in increasing the tax burden on citizens, but in the efficient and transparent administration of existing revenue. He proposes containing public spending through legal controls and implementing greater traceability to ensure that taxpayer money is reflected in tangible improvements for the country.

We do not believe in more taxes; we believe that we must administer the ones we have for the long term, and we believe that effectiveness in Costa Rica’s fiscal responsibility depends on several elements, such as being able to contain spending appropriately and clearly with legal tools that allow us to have this control.

To address national security, Rodríguez’s plan mirrors proposals from other candidates, focusing on leveraging technology. He champions the creation of a national monitoring and command center to track criminal activity, gather evidence, and provide prosecutors with the information needed for “swift and complete justice.” This technological push would be complemented by reinforcing control at borders, ports, and airports to manage the flow of goods and people more effectively.

Finally, fostering a welcoming environment for private investment is central to his vision for economic growth. While acknowledging the public sector’s role in developing infrastructure and strengthening institutions like the Ministry of Public Works and Transport (MOPT) and the Costa Rican Electricity Institute (ICE), he stresses the need for private companies to feel comfortable and secure. His strategy includes regionalizing industrial parks and enhancing free trade zones to stimulate development, create quality jobs, and provide investors with confidence in their long-term prospects in Costa Rica.
