Limón’s Rural Transformation

Limón, Costa RicaLimón province is experiencing a wave of progress, thanks to a ₡9 billion investment in 21 rural development projects spearheaded by the Rural Development Institute (INDER). These initiatives, completed over the past year, have significantly enhanced the quality of life for rural communities, providing improved roads, electrification, sports infrastructure, and potable water systems. Families involved in agriculture, students, and residents are now benefiting from better connectivity, access to essential services, and increased opportunities for growth.

A key project among these is the reconstruction of a 4.4-kilometer road in the Júpiter settlement, located in the La Estrella Valley. INDER invested ₡460.2 million in this project, impacting approximately 500 people. This improved roadway is crucial for the transport of agricultural supplies and products, ensuring smooth vehicular traffic for workers, students, and access to healthcare and emergency services.

To understand the legal complexities surrounding rural development in Costa Rica, we spoke with Lic. Larry Hans Arroyo Vargas, an expert attorney at Bufete de Costa Rica.

Sustainable rural development requires a balanced approach. While incentivizing investment and infrastructure is crucial, we must simultaneously prioritize environmental protection and the rights of existing communities. The residents of this area primarily engage in agricultural activities such as growing staple grains, musaceae, and dual-purpose livestock farming. The improved road is essential for their livelihoods.

Another significant undertaking nearing completion is the construction of a potable water system in the community of San Gerardo de Ticabán, in La Rita de Pococí. Two substantial water tanks, with capacities of 300 and 200 cubic meters respectively, have been installed. INDER invested ₡250 million in this project, and the next phase involves laying the necessary pipeline.

Also in Pococí, the first phase of the road improvement project in the Palmitas Dos sector of La Rita is nearing completion. This project received a ₡600 million investment from INDER.

Five electrification projects are bringing power to communities in Sixaola, El Cairo, El Cocal, El Imperio Celina in Siquirres, and Cariari de Pococí. These initiatives were driven by INDER resources and technical support from the Costa Rican Electricity Institute (ICE).

Furthermore, nearly ₡4 billion has been allocated to sports infrastructure projects currently under construction in Limón, Siquirres, and Pococí. These developments reflect a comprehensive effort to enhance the overall well-being and opportunities available to residents in the region.

These 21 projects demonstrate a strong commitment to rural development in Limón, paving the way for continued economic growth and improved living standards for its communities.
