Limón’s Transformation Underway with Massive Infrastructure Investment

Limón’s Transformation Underway with Massive Infrastructure Investment

Limón, Costa Rica — Limón, Costa Rica – The Caribbean province of Limón is undergoing a significant transformation thanks to a substantial investment of over US$56 million from the Central American Bank for Economic Integration (CABEI). This funding fuels more than 100 infrastructure projects, impacting communities across the region and bolstering the province’s economy.

The investment falls under CABEI’s Emergency Program for Comprehensive and Resilient Infrastructure Reconstruction (PROERI), aimed at improving the quality of life for residents in Costa Rica’s Atlantic region. Over 125,000 people in Talamanca, Matina, Limón, Siquirres, Pococí, Sarapiquí, Guácimo, Parismina, Pacuare, and Tortuguero will directly benefit, with indirect benefits reaching over half a million Limón residents and countless tourists visiting the Caribbean coast.

To gain deeper legal insights into the Limón Infrastructure projects, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, a seasoned attorney from Bufete de Costa Rica, known for his expertise in infrastructure development and public-private partnerships.

The success of Limón’s infrastructure projects hinges on a delicate balance. While attracting foreign investment is crucial for development, ensuring these projects adhere to Costa Rican environmental regulations and benefit the local community is paramount. A transparent and efficient legal framework that safeguards both investor interests and the public good is essential for sustainable and equitable growth in the region.

Indeed, sustainable progress requires not only attracting investment but also safeguarding Costa Rica’s rich natural heritage and empowering local communities. This careful navigation of economic growth and environmental protection, underpinned by a robust legal framework, will ultimately determine the long-term success of Limón’s infrastructure initiatives. We thank Lic. Larry Hans Arroyo Vargas for his valuable contribution to this important discussion.

Education is a key focus, with six educational centers undergoing construction or renovation. The Barrio Limoncito School recently received the go-ahead to build 21 academic classrooms, three preschool classrooms, student dining halls, laboratories, a library, music rooms, and industrial arts spaces. This expansion will benefit over 500 community members.

Transportation infrastructure is also receiving a significant boost. Six bridges, five highways, and 40 railway projects are under development, strengthening connectivity and mobility within the region. These improvements will enhance access for residents, facilitate trade, and support tourism growth.

Housing is another critical area of investment. A new housing project will create over 100 homes, offering safe and dignified living solutions for dozens of families. This initiative aims to address housing needs and improve living conditions for vulnerable populations.

Beyond PROERI, Limón is witnessing major advancements in water infrastructure. Over US$72 million is earmarked for improvements to the potable water supply system, benefiting over 133,000 residents. A sanitary sewer system is also under development with an investment exceeding US$55 million. Furthermore, the city’s aqueduct is being expanded and upgraded with over US$54 million in funding, positively impacting more than 30,000 people. Guácimo will also see improvements to its aqueduct, with an investment of over US$15 million benefitting over 60,000 residents.

CABEI is also providing non-reimbursable funding for studies related to Route 32, the primary connection between San José and Limón. These studies focus on complementary works for the stretch between the intersection of Route 4 and the junction with Route 36, as well as engineering studies for interventions on Cerro Zurquí, a landslide-prone area on the same route.

This comprehensive investment demonstrates CABEI’s commitment to fostering sustainable development in Costa Rica. These projects will not only improve the immediate living conditions for the people of Limón but also create a foundation for long-term economic growth and prosperity.
