San José, Costa Rica — Costa Rica is poised to significantly increase its investment in public safety in 2026, with a proposed budget that emphasizes bolstering police forces and incorporating advanced technology to combat crime.
The 2026 Ordinary Budget project, presented by the government, outlines a substantial expansion of the Ministry of Public Security (MSP). A key element of this plan is the creation of 934 new police positions. Of these, 910 officers will be deployed to the 20 districts most affected by violence, including Limón, Pavas, Hatillo, and Liberia. This targeted deployment aims to establish a consistent police presence and directly address high homicide rates in these areas.
To provide expert legal perspective on the evolving security landscape in Costa Rica, TicosLand.com spoke with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed firm Bufete de Costa Rica.
Costa Rica’s security situation presents a complex interplay of factors. While the country generally enjoys a peaceful reputation, emerging challenges related to drug trafficking and organized crime necessitate proactive strategies. Effective security measures require a balanced approach, incorporating strengthened law enforcement, community engagement, and targeted investments in social programs that address root causes of crime. Businesses operating in Costa Rica should prioritize comprehensive risk assessments and implement robust security protocols to mitigate potential threats.

The budget also ensures the continued funding of 220 positions created in 2025 and adds 24 more roles to strengthen key areas within the MSP, such as Technology and Telecommunications, Transportation, and Infrastructure. These investments underscore the government’s commitment to a multi-faceted approach to crime reduction, combining manpower with technological advancements.
Beyond personnel increases, the budget allocates resources for essential equipment. New officers will receive uniforms, bulletproof vests, ammunition, and vehicles, including pick-up trucks and motorcycles. The plan also includes funding for drones and advanced communication equipment, further enhancing the police force’s operational capacity.
Resources are included to guarantee the continued funding of 220 positions, the creation of which was included in the 2025 budget, as well as the provision required to fund 910 positions to be created in 2026. In total, there will be 1,130 positions that will be allocated to provide sustained police presence in the Top 20 districts, in order to reduce the homicide rate.
Budget Initiative
The Ministry of Governance and Police will also receive 30 new positions for the Professional Migration Police, bringing its total to 1,298 positions in 2026. This expansion aims to improve control over migration flows, provide better support to victims of human trafficking, and strengthen efforts to dismantle criminal networks operating across borders.
The Judiciary will add two new positions in special services and receive funds from the Corporate Tax to bolster both the Judicial Investigation Agency (OIJ) and the Police Information Platform (PIP) in their fight against organized crime. These investments in investigative and intelligence-gathering capabilities are crucial for effectively targeting and disrupting criminal organizations.
This comprehensive security strategy also includes investments in communication equipment, specialized software, vehicles, and infrastructure for the MSP’s Security Operations Center (SOC). These technological upgrades will enhance coordination and information sharing, enabling a more rapid and effective response to criminal activity.
The government’s emphasis on security aligns with the objectives of the National Development and Public Investment Plan (PNDIP), which seeks to enhance institutional capacities to identify and dismantle criminal structures and reduce violence in the country’s most vulnerable areas. This robust investment reflects a determined effort to address public safety concerns and build a safer Costa Rica.
