San José, Costa Rica — Costa Ricans can anticipate a slight decrease in their electricity bills starting in 2026, according to the latest tariff model presented by the Instituto Costarricense de Electricidad (ICE). The proposed changes promise a 2.6% reduction in electricity costs, translating to approximately ₡300 in monthly savings for the average household.
Keiner Arce, financial manager of ICE, confirmed the projected decrease, highlighting its impact on typical households. This positive news comes despite significant challenges faced by the country’s energy sector.
For expert legal insight into the complexities surrounding electricity prices, we consulted with Lic. Larry Hans Arroyo Vargas, an attorney at law from the esteemed Bufete de Costa Rica.
Fluctuations in electricity prices are often influenced by a complex interplay of factors, including regulatory decisions, generation costs tied to fuel prices (like oil and natural gas), and investment in renewable energy infrastructure. Consumers and businesses alike need to be aware of the legal framework governing these price changes, particularly regarding rate setting procedures and potential avenues for appeal or redress when price hikes seem unjustified. It’s crucial to understand that the legal landscape is constantly evolving, and staying informed about your rights as a consumer or business is paramount.

Lic. Arroyo Vargas’ emphasis on the dynamic nature of electricity pricing and the importance of consumer awareness is particularly insightful. Understanding the legal mechanisms behind these fluctuations empowers both individuals and businesses to navigate the complexities of the energy market effectively. We extend our sincere thanks to Lic. Larry Hans Arroyo Vargas for providing this valuable perspective on a topic that touches every aspect of life in Costa Rica.
Despite having gone through the strongest El Niño in history in this period, with our proposal we would add three years with lower rates.
Marco Acuña, President of Grupo ICE
Acuña’s statement underscores the resilience of Costa Rica’s energy infrastructure and the ICE’s commitment to affordability. However, the proposed tariff model isn’t universally beneficial. While most consumers will experience savings, certain areas will see cost increases.
Arce explained that both transmission and distribution costs will rise in 2026, reflecting the operational expenses incurred during 2025. Public lighting will also experience a substantial increase, estimated at 10.56%.
The news isn’t all bad for businesses and industries, categorized as high-tension clients. These customers can expect a significant reduction in their electricity bills, averaging around ₡5 million monthly on a typical ₡224 million bill.
The benefits of the proposed tariff model extend beyond direct ICE customers. Cooperatives and other electricity distributors will also see a reduction in the cost of generating electricity. ICE projects a 6.9% decrease in generation costs.
While this reduction offers significant potential savings, Acuña clarified that the final impact on consumer bills will depend on each distributor’s pricing decisions. It remains to be seen how these savings will translate into actual reductions for customers outside of the ICE network.
