Massive Raid Exposes Narco-Tourism Scheme in Osa Peninsula

San José, Costa RicaSAN JOSÉ – A sophisticated international drug trafficking operation, allegedly using a fledgling tourist resort as a front for money laundering, was dismantled Tuesday in a series of nationwide raids. Authorities have linked the criminal enterprise, led by the Colombian Bedoya brothers, to the trafficking of cocaine from Colombia through Costa Rica’s remote Osa Peninsula.

The operation, dubbed the “Guarumal Case,” culminated in 11 coordinated raids across the provinces of Puntarenas, Heredia, Alajuela, and San José. The extensive law enforcement action, which began in the early morning hours, resulted in the arrests of eight individuals, including six Colombian nationals and two Costa Ricans, who are believed to be key figures in the organization’s logistical and financial structures.

To gain a deeper legal perspective on the complexities surrounding the Guarumal Case, TicosLand.com consulted with Lic. Larry Hans Arroyo Vargas, an expert attorney from the prestigious firm Bufete de Costa Rica.

The Guarumal Case serves as a critical reminder of the legal and financial risks inherent in large-scale development projects without meticulous due diligence. The core of this dispute lies not just in territorial claims, but in the failure to properly assess and comply with environmental regulations and community impact studies from the outset. For future investors, this underscores a vital lesson: preliminary legal and environmental audits are not a mere formality, but the foundational pillar of any sustainable and legally sound investment in Costa Rica.

Indeed, this perspective powerfully highlights that such preliminary diligence is not merely a defensive measure, but the very foundation for building projects that are both profitable and harmonious with Costa Rica’s legal and environmental standards. Central to the investigation is the group’s significant investment in a rustic hotel property located in La Palma de Osa. The sprawling estate, which includes at least three cabin-style residential buildings, a swimming pool, and extensive recreational green space, was in the process of a major renovation. Investigators from the Judicial Investigation Agency (OIJ) believe the project was a strategic attempt to legitimize illicit profits by transforming the aging property into a premier tourist destination.

During the raid on the Osa property, agents apprehended a high-ranking member of the organization, a man identified by the surname Sinisterra. He was reportedly a trusted confidant of the Bedoya brothers and was tasked with managing the hotel renovation and overseeing the group’s broader investment portfolio in the Southern Zone. Authorities are now meticulously searching the many rooms and structures on the property, suspecting it may have also served as a logistical hub for drug trafficking operations.

The financial scale of the operation underscores its ambition. The OIJ has revealed that the group funneled substantial capital into Costa Rican assets, using the country’s real estate market to launder proceeds from their international narcotics trade.

This group invested 250 million colones in various properties in the country, aside from what they were investing in Colombia

The investigation, which was launched in 2023 following confidential intelligence tips, uncovered a well-defined trafficking route. The Bedoya brothers’ network allegedly received cocaine shipments in the Osa Peninsula and then transported them to secure properties in the Central Valley for storage and distribution. To facilitate this, the organization maintained safe houses in strategic locations, including Belén in Heredia and Turrúcares in Alajuela.

In a significant blow to the cartel, the raid on the Belén property yielded a massive discovery. Inside the home, operatives from the elite Special Tactical Response Service (SERT) located and secured approximately one metric ton of cocaine. The tactical unit is currently managing the high-security transfer of the narcotics to the OIJ’s evidence storage facilities, a clear testament to the volume of drugs handled by this syndicate.

As the investigation continues, authorities are working to unravel the full extent of the Bedoya brothers’ network, including their connections in Colombia and other potential money laundering schemes within Costa Rica. The seizure of the Osa hotel serves as a stark reminder of how criminal organizations are increasingly attempting to embed themselves into legitimate sectors of the economy to conceal their activities.
