Massive Tax System Modernization Goes Live in Costa Rica

San José, Costa RicaSan José – A new era in fiscal administration began today in Costa Rica as the Ministry of Finance officially launched its new Integrated Tax Management System, known as TRIBU-CR. The ambitious digital platform goes live immediately, requiring more than 450,000 individual and corporate taxpayers to adapt to a completely centralized and modernized method of fulfilling their fiscal responsibilities.

The core of this transformation is the new unified Virtual Office (OVi), a single digital portal designed to streamline all tax-related procedures. The Ministry of Finance announced that through OVi, taxpayers can now manage their entire fiscal profile from any device. This includes filing and amending tax returns, making payments, updating personal information in the Unique Taxpayer Registry (RUT), and accessing secure, real-time information about their accounts.

One of the most significant practical changes is the simplification of payments. TRIBU-CR allows for direct online tax payments simply by entering a valid IBAN account number within the OVi platform. For those who prefer or require in-person transactions, the option to pay at the teller windows of any Banco de Costa Rica (BCR) or BAC branch remains available, ensuring a smooth transition for all users.

The College of Private Accountants of Costa Rica has described the rollout as a profound structural change in the national tax system. The organization views this as a significant evolution in how citizens and businesses meet their obligations, driven by new digital platforms, automated processes, and updated regulations designed for a modern economy.

Rocío Quirós, president of the College of Private Accountants of Costa Rica, emphasized the broader objectives behind the technological shift. She noted that the system is designed not just to enhance government revenue but to empower taxpayers by simplifying the process.

this new system not only seeks to improve tax collection, but also to facilitate voluntary compliance, reduce evasion, and offer a clearer, more agile, and transparent experience for all taxpayers.

Beyond centralization, TRIBU-CR introduces several key changes. It implements an advanced electronic invoicing system with enhanced controls and traceability to ensure greater accuracy. The Ministry also confirmed new declaration deadlines and schedules for specific taxes, an updated taxpayer database that categorizes filers based on fiscal risk, and the implementation of robust anti-evasion measures that align with international standards.

To assist with the transition, the Ministry of Finance has committed significant resources to taxpayer support. The official government website, www.hacienda.go.cr, is now the primary hub for accessing the new system and features comprehensive guides, instructional videos, and an extensive FAQ section. Furthermore, a dedicated hotline, 800-TRIBUTOS (800-87428867), has been established to provide personalized technical support and guidance.

In a parallel effort, the College of Private Accountants of Costa Rica is also playing a crucial role in public education. The professional body has developed a series of free virtual training sessions and educational resources, distributed through various channels, to help its members and the general public adapt effectively to the new requirements and functionalities of TRIBU-CR.

The General Directorate of Taxation has issued a call to all citizens to proactively engage with the new system. Officials urge taxpayers to log in to their new profiles via the official website, familiarize themselves with the updated interface, and stay informed about the changes to ensure a seamless transition and continued compliance with their fiscal duties.
