MEIC Unveils Landmark Guide to Low-Interest Loans for Small Businesses

San José, Costa RicaSan José, Costa Rica – In a significant move to bolster the nation’s entrepreneurial ecosystem, the Ministry of Economy, Industry, and Commerce (MEIC) has released a comprehensive guide detailing 88 distinct financing options for micro, small, and medium-sized enterprises (MSMEs). This initiative centralizes previously scattered information, providing a crucial roadmap for business owners seeking capital in an often-complex financial landscape.

The study, which surveyed 50 public and private financial institutions between February and March 2026, aims to demystify the process of securing funding. For years, entrepreneurs have struggled to identify and compare the myriad of loans, grants, and investment opportunities available. This new consolidated resource is designed to empower them to make strategic, well-informed decisions that align with their specific business needs and growth trajectories.

Among the most compelling findings is the prevalence of highly competitive interest rates. The analysis reveals that a remarkable 55% of the available loans denominated in colones feature annual interest rates below 10%. Even more striking, 17% of these financial products offer “premium” rates, falling below the 5% threshold. These figures signal a robust and supportive lending environment, challenging the perception that affordable capital is out of reach for smaller ventures.

The financial options detailed in the mapping project demonstrate incredible flexibility, catering to a wide spectrum of business sizes and stages. Loan amounts range from as little as ¢50,000 to a substantial ¢1.2 billion, ensuring that both fledgling startups and established SMEs can find suitable funding. The guide categorizes 74% of the products as reimbursable funds (traditional loans), while the remaining 26% are non-reimbursable, primarily consisting of vital seed capital for early-stage ventures.

A key highlight of the report is the focus on nurturing innovation from the ground up. The study identified 15 distinct organizations that offer seed capital funds specifically targeting new entrepreneurs. This access to initial, non-repayable funding is often the most critical barrier for innovative ideas to transition from concept to market reality. By spotlighting these opportunities, MEIC is actively fostering a more dynamic and risk-tolerant startup culture across the country.

Patricia Rojas, the Minister of Economy, emphasized the transformative potential of this centralized information hub. She noted that the lack of a unified national directory for these financial products has long been a significant impediment for business growth.

Having clear and accessible information about these financing options, including their characteristics, requirements, and benefits, is fundamental for companies and entrepreneurs to make informed decisions and determine which entity to approach based on their needs. However, until now, there was no unified space that concentrated this offering at a national level, which made its identification and use difficult.

The support extends beyond mere capital injection. Many of the listed financial products come bundled with value-added benefits crucial for sustainable growth. These include expert advisory services, business management training, grace periods on repayment, and easier access through guarantee or endorsement facilities. This holistic approach ensures that businesses are not only funded but are also equipped with the knowledge and support systems needed to thrive.

This comprehensive financial mapping covers a diverse range of economic sectors, including industry, commerce, services, tourism, agriculture, and technology. The funds can be allocated for various purposes, from securing working capital for daily operations to financing major investments in productive infrastructure. By clarifying the path to capital, MEIC’s initiative stands to unlock significant economic potential, driving job creation and strengthening Costa Rica’s competitive position on the global stage.
