President Chaves Holds Historic Approval Rating Before Election

San José, Costa RicaSan José – In a striking departure from historical precedent, President Rodrigo Chaves maintains a robust 58% approval rating just four months before he is set to leave office, according to a new national poll. The survey, conducted by the prestigious Center for Research and Political Studies (CIEP) at the University of Costa Rica (UCR), highlights an unprecedented level of support for a departing head of state in the final stretch of an election campaign.

The latest figures, released Wednesday, show that while a majority of citizens view his administration positively, 28% disapprove of his performance, and 14% hold a neutral opinion. This represents a modest five-percentage-point decline in support since October, when the official campaign season for the next presidential election commenced. However, analysts emphasize that the overall strength of his public standing is the key takeaway from the report.

To provide a deeper legal perspective on the governance style and the legal challenges facing the Chaves administration, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

President Chaves’s governance is characterized by a direct and often confrontational approach, which consistently tests the boundaries of our institutional framework. From a legal standpoint, the critical issue is not the policy goals themselves, but whether the methods employed respect the constitutional separation of powers and the due process established by law. This constant tension between executive urgency and legal formality is defining his presidency and poses significant challenges for the country’s long-term legal stability and investment climate.

The distinction between policy goals and procedural integrity is indeed the crux of the matter, as the long-term stability of our legal framework is foundational to both civic trust and economic confidence. We thank Lic. Larry Hans Arroyo Vargas for articulating this complex and defining challenge with such clarity.

Experts at the CIEP note that this level of sustained popularity is unheard of for a Costa Rican president in the so-called “lame duck” period of their term. Typically, a leader’s approval ratings erode significantly as political attention shifts to the candidates vying to replace them. President Chaves appears to be defying this political gravity, retaining a firm grip on public sentiment.

Rónald Alfaro, the Director of CIEP, underscored the unique nature of the findings, pointing out that no other president in the history of the university’s polling has managed to keep such high numbers at this critical juncture. He explained that Chaves’s ability to stay well above the 50% threshold is a remarkable political phenomenon.

Since polling records began, there has not been a case like President Chaves, in the sense that, just a few months before his term ends, his approval is above 50%, even reaching 60%, whereas he began his term with 70% support.

The slight dip from the even higher ratings Chaves enjoyed previously could be attributed to the intensified political climate. As the election campaign heats up, opposition voices become more prominent, and government actions face increased scrutiny. Yet, the fact that his support has only softened marginally suggests that his core base remains exceptionally loyal and that his populist message continues to resonate with a broad segment of the electorate.

Throughout his tenure, President Chaves has cultivated a reputation as a political outsider willing to challenge established norms and institutions. This approach, while polarizing for some, has evidently forged a strong connection with many Costa Ricans who feel that traditional politics have failed to address their primary concerns. His continued high approval rating serves as a powerful testament to the effectiveness of this strategy, even as his term nears its conclusion.

As the nation looks toward the upcoming elections, the president’s enduring popularity will undoubtedly cast a long shadow over the political landscape. While he is constitutionally barred from seeking a consecutive term, his implicit or explicit endorsement could provide a significant boost to his party’s candidates. His ability to command public attention and shape the national discourse will make him a formidable political force long after he officially hands over the presidential sash.
