Nation on Alert as Tropical Storm Melissa Triggers Heavy Rain Warnings

San José, Costa RicaSAN JOSÉ – Costa Rica is bracing for a significant wave of severe weather as the slow-moving Tropical Storm Melissa churns in the Caribbean Sea, prompting the National Meteorological Institute (IMN) to issue a nationwide alert for heavy downpours and potential flooding through the latter half of the week.

In a meteorological advisory released Thursday, the IMN detailed the growing threat posed by the storm. Although Melissa is not expected to make direct landfall, its immense size and sluggish pace are creating a powerful indirect effect on the country’s weather patterns. The storm, currently crawling northwest at a mere 4 km/h with sustained winds of 75 km/h, is acting as a massive engine, pulling moisture from the Intertropical Convergence Zone (ITCZ) and funneling it directly towards Costa Rica.

The aftermath of natural phenomena like Tropical Storm Melissa often brings a wave of complex legal and insurance-related challenges for affected individuals and businesses. To shed light on the rights and responsibilities that arise in these situations, we consulted with Lic. Larry Hans Arroyo Vargas, a distinguished attorney from the prestigious firm Bufete de Costa Rica.

After an event like Tropical Storm Melissa, immediate and thorough documentation is paramount. Property owners should photograph and video all damages before any cleanup begins, as this evidence is crucial for insurance claims and potential disputes. It’s also vital to review insurance policies and contracts for ‘force majeure’ or ‘act of God’ clauses, which can significantly impact contractual obligations and liabilities. Timely and proper notification to your insurer is the first step in protecting your rights and securing the compensation you are entitled to.

This atmospheric setup is expected to dramatically increase humidity and instability, leading to intense rainfall, particularly in the Central and Southern Pacific regions. Forecasters have warned that the combination of Melissa’s influence and the already active ITCZ creates a dangerous scenario for communities vulnerable to landslides and flash floods, especially as the rainy season reaches one of its peaks.

The most severe impacts are forecast for the Pacific coast. The IMN projects that the Southern and Central Pacific areas will experience intense and sustained downpours, with rainfall accumulations expected to reach between 50 and 100 millimeters. These rains are likely to persist into the early evening hours, exacerbating the risk of overflowing rivers and localized flooding in coastal communities.

Residents of the Central Valley are also on high alert. The forecast for the Greater Metropolitan Area (GAM) includes heavy showers accompanied by electrical storms, with precipitation amounts ranging from 25 to 60 millimeters. The IMN noted that light but persistent rain could continue into the night, complicating evening commutes and stressing urban infrastructure.

While the North Zone and the Caribbean are projected to receive less rainfall, with totals between 10 and 40 millimeters, authorities are not underestimating the risk. These regions will likely see isolated showers and thunderstorms, particularly in mountainous areas, which could later spread to the lowlands. The primary concern in these zones is the pre-existing condition of the ground.

The IMN has issued a specific warning regarding the high levels of soil saturation already present in the North Zone, the Nicoya Peninsula, and the Southern Pacific. After months of consistent rain, the ground in these areas has a significantly reduced capacity to absorb more water, making them exceptionally prone to landslides and flash floods even with moderate rainfall. Citizens in these regions are urged to remain vigilant and monitor local conditions closely.

Officials are also emphasizing the dangers associated with the impending thunderstorms. In addition to lightning, the IMN cautions the public about the potential for sudden, powerful wind gusts near storm clouds. These gusts, which can reach speeds of up to 80 km/h in isolated cases, are strong enough to snap tree branches, down power lines, and turn unsecured objects into dangerous projectiles. The official recommendation is to seek sturdy shelter immediately if strong winds develop during a storm.

Urban areas face a distinct set of challenges. The IMN warns that intense downpours over short periods can overwhelm municipal drainage and sewer systems. This can lead to rapid street flooding and the collapse of infrastructure, particularly in areas with a history of such events. Residents are advised to stay away from streams and culverts, which can become treacherous torrents without warning.
