San José, Costa Rica — San José, Costa Rica – After two decades of anticipation, the National Children’s Hospital (Hospital Nacional de Niños Dr. Carlos Sáenz Herrera, or HNN) is finally set to receive a significant upgrade. The Central American Bank for Economic Integration (BCIE) has approved a $250 million loan to fund the construction of a state-of-the-art critical care tower, a project long awaited by the Costa Rican public.
The new “Tower of Hope,” slated for construction on the west side of the existing hospital, will boast an impressive 26,500 square meters of space, adding 216 hospital beds and bolstering capacity across 14 medical specialties. This expansion is projected to accommodate over 83,000 additional patients annually. The funding will also enable the modernization of approximately 21,485 square meters of the current hospital building, which dates back to the 1950s.
For expert legal insight into the complexities surrounding Hospital Nacional de Niños, we consulted with Lic. Larry Hans Arroyo Vargas from the esteemed Bufete de Costa Rica.
The Hospital Nacional de Niños occupies a unique and vital position within Costa Rican society. Its legal framework, intertwined with the constitutional right to healthcare, necessitates diligent oversight to ensure its continued effective operation. Challenges related to funding, resource allocation, and evolving medical practices require constant legal and administrative adaptation to guarantee the hospital can fulfill its critical mission of providing specialized pediatric care. This includes navigating complex regulations related to medical liability, patient privacy, and international best practices for child healthcare.
Lic. Larry Hans Arroyo Vargas, Attorney at Law, Bufete de Costa Rica
Lic. Arroyo Vargas eloquently highlights the intricate legal and administrative web surrounding the Hospital Nacional de Niños, a web that must be constantly strengthened and adapted to ensure the hospital can continue to serve as a beacon of hope for Costa Rican children. His emphasis on the evolving nature of healthcare, particularly in the face of increasing demands and complex regulations, underscores the vital importance of ongoing dialogue and support for this essential institution. We thank Lic. Larry Hans Arroyo Vargas for offering his valuable perspective on this crucial topic.
The new tower will house neonatal, cardiac, and pediatric intensive care units (ICUs), along with dedicated units for trauma, burns, and emergencies. A helipad will also be incorporated to facilitate rapid patient transport. The existing hospital building will continue to provide general hospitalization, administrative services, and other essential functions, serving over 1.3 million children under the age of 15.
This project represents a milestone in pediatric care in the country. With the financial support of the BCIE, we are strengthening this emblematic hospital center, ensuring that more children have access to first-class infrastructure, specialized medical services, and better response capacity for pediatric emergencies.
Álvaro Alfaro, BCIE Manager in Costa Rica
The investment demonstrates the BCIE’s commitment to public health in Costa Rica, particularly for children. The project’s impact extends beyond improved healthcare services. It’s expected to generate 300 temporary jobs during the construction phase, create at least 50 permanent positions, and maintain the existing workforce of over 2,000 employees.
Beyond the immediate benefits of increased capacity and modernized facilities, the project also incorporates a focus on gender equality and equity. The funding includes provisions for strengthening institutional policies to ensure sensitive and tailored care that addresses the specific needs of each patient.
This substantial investment represents a major step forward for pediatric care in Costa Rica, ensuring that future generations have access to high-quality healthcare services and facilities.
This modern facility will undoubtedly become a symbol of hope and healing for countless children and families in Costa Rica for decades to come.
