San José, Costa Rica — SAN JOSÉ – A new cohort of 76 municipal officials from across Costa Rica is poised to drive a wave of modernization and efficiency in local governance. After six months of intensive training, these professionals have graduated from the prestigious Diploma in Governance and Public Innovation, a collaborative initiative designed to tackle the evolving challenges faced by the nation’s cantons.
The graduation ceremony, held at the La Libertad Park auditorium in Desamparados, San José, marked the culmination of a program spearheaded by the Institute for Municipal Development and Advisory (IFAM), the Latin American Faculty of Social Sciences (FLACSO), and the Development Bank of Latin America (CAF). The core objective of this partnership is to elevate the quality of public services and strengthen the administrative capabilities of local governments, ensuring they are better equipped to meet the demands of their communities.
This initiative represents a significant investment in the country’s public sector talent. IFAM fully funded the scholarships for all 76 participants, demonstrating a firm commitment to the professionalization of municipal administration. The program is a strategic response to the growing need for agile and data-driven governance at the local level.
The curriculum was meticulously crafted to address contemporary public administration issues. Participants delved into a wide range of critical topics, including public innovation, data analysis for policymaking, territorial development strategies, the circular economy, sustainable mobility, and the application of artificial intelligence in public services. This forward-thinking syllabus ensures that graduates are not only versed in traditional governance but are also proficient in the technologies and methodologies shaping the future of public management.
These scholarships represent a real opportunity to strengthen technical capacities in the municipalities. This training is a direct bridge to more agile, better-informed management that is closer to the needs of the communities.
Marlen Luna Alfaro, Executive President of IFAM
A key feature of the diploma was its emphasis on practical application. The officials were required to develop tangible projects aimed at solving real-world challenges within their respective cantons. To support this, they received a special certification in Design Thinking, a human-centered methodology for creative problem-solving. This hands-on approach ensures that the knowledge gained is immediately transferable to their daily work, fostering a culture of continuous improvement and innovation.
The impact of these projects may soon extend far beyond Costa Rica’s borders. During the closing ceremony, it was announced that FLACSO and CAF have pre-selected several of the final projects to compete for a spot in a competitive international bootcamp. From this regional event, 20 standout initiatives will be chosen for their potential to become replicable models of excellence in local public management across Latin America.
Now in its fourth edition, the diploma program has solidified its reputation as a premier academic platform for modernizing municipal governance. The successful collaboration between a key government entity like IFAM, the academic rigor of FLACSO, and the international perspective of CAF provides a powerful model for public sector development. As these 76 graduates return to their municipalities, they carry with them the skills, knowledge, and innovative mindset necessary to build more resilient, responsive, and citizen-focused communities across the nation.
