The investigation, initiated in 2023, targeted nine branches of the organic store, which authorities believe were used as a front for the distribution of marijuana. Locations included branches in Paseo de las Flores mall in Heredia, Tamarindo, and several sites in San José and Alajuela.

In the Paseo de las Flores mall, in Alajuela, Heredia, Tamarindo and other sites, there are stores distributing hemp flower. These individuals, at the end of 2022 and beginning of 2023, also imported hemp flower. They had a permit from the Ministry of Health that was later canceled, but they were practically using this activity as a front for the distribution of marijuana, specifically marijuana buds.

PCD Director Stephen Madden revealed that the store chain had previously imported hemp flower under a Ministry of Health permit. This permit was subsequently revoked after laboratory analysis revealed high concentrations of THC, the psychoactive component in marijuana, in their products. Despite the permit’s cancellation, the organization allegedly continued to distribute marijuana disguised as legal hemp products.

The raids resulted in the arrest of two individuals, with a third suspect currently outside the country and expected to be apprehended upon their return. Preliminary seizures include over ₡7 million (approximately $12,000 USD) and various products believed to be connected to the illegal operation.
