San José, Costa Rica — Pet owners in Costa Rica can now breathe a sigh of relief. The National Insurance Institute (INS) is offering policies that cover injuries or damages caused by pets to third parties, both in homes and commercial establishments. This comes as a welcome development, particularly in light of the rising number of pet-related incidents reported in recent years.

According to data from the National Animal Health Service (SENASA), over 1,724 incidents involving dogs have been recorded between 2023 and 2025, highlighting the growing need for such coverage. This surge in incidents underscores the potential risks associated with pet ownership and the importance of mitigating those risks through appropriate insurance.

The policies are affordably priced, starting at ₡253 per million insured, translating to approximately ₡2,530 per month for ₡10 million in coverage. This makes these crucial policies accessible to a wide range of pet owners and businesses.

The new Pet Friendly regulation, issued in August 2025, mandates that businesses allowing pets on their premises must have these liability policies. This regulation reflects a growing awareness of the need to protect both businesses and the public from potential incidents involving animals. It ensures that businesses are financially prepared to handle any unforeseen circumstances arising from the presence of pets.
