According to the study published on Thursday, President Fernández saw her popularity score rise from 6.70 in March to 6.98 in August, making her the highest-rated official in the current administration. Her cabinet ministers followed closely, with Public Security Minister Gerald Campos receiving a 6.63 rating, Science and Technology Minister Paula Bogantes at 6.55, and Justice Minister Gabriel Aguilar at 6.54. At the bottom of the list is former President Rodrigo Chaves, who now serves as Minister of Finance and of the Presidency, holding a score of 6.23.

The political dynamics of the current administration are tightly linked to the previous executive cycle. Because Fernández presented her electoral platform as a direct continuation of the Chaves populist agenda, researchers at the Universidad Nacional emphasized the importance of drawing historical comparisons to evaluate her performance.

Other measures targeting the judicial system have faced even steeper public resistance. The administration’s proposal to slash the budget allocated to the Judicial Branch received only 42.3% approval. Furthermore, the highly publicized criminal complaint filed by the presidency against four magistrates of the Constitutional Chamber was supported by just 41.5% of those surveyed.
The absolute lowest level of public support in the entire poll was reserved for the government’s overall management of the constitutional conflict. Only 36.4% of Costa Ricans expressed agreement with the general manner in which the executive branch has handled its public disputes with the Constitutional Chamber, reflecting a strong preference among the electorate for democratic stability and inter-institutional respect.
Beyond the judicial clash, citizen security remains a critical vulnerability for the administration. More than half of the respondents, totaling 52.6%, rated the country’s current security situation as bad or very bad. In stark contrast, only 31.0% of the population viewed security conditions in Costa Rica as good or very good, while 16.3% rated it as average and a negligible 0.1% did not specify an answer.
The comprehensive opinion poll was conducted through 746 completed interviews between August 12 and August 22. The study features a margin of error of 3.6 percentage points, either upward or downward, and operates with a 95% confidence level. As President Fernández navigates the remainder of her term, balancing her popularity with controversial institutional reforms will remain her administration’s greatest challenge.
