Puntarenas, Costa Rica — EL ROBLE, Puntarenas – The province of Puntarenas took a significant step forward in its technological and social development this Tuesday with the inauguration of its fourth Community Innovation Lab (LINC). This new hub, a result of a strategic collaboration between the Ministry of Science, Innovation, Technology and Telecommunications (MICITT) and the National Technical University (UTN), is located on the university’s campus in El Roble and represents a crucial investment in the region’s future.
With an investment exceeding 28 million colones, this facility becomes the 19th LINC established nationwide. The overarching mission of the program is to democratize access to technology, bridge the digital divide in communities outside the Central Valley, and empower residents to drive their own economic and social progress through local innovation. This latest lab is designed to serve as a powerful catalyst for building a more equitable and resilient society in the Pacific region.

The LINC platform seeks to articulate projects, ideas, and actions with social, economic, environmental, and cultural impact; today this community receives a great door of opportunity. In this Laboratory, they will be able to learn about robotics, cybersecurity, programming, and big data analysis, among other things that will make them part of a more inclusive and sustainable development. Reaching every province in Costa Rica with this program became one of our purposes, and we are hopeful as we inaugurate the fourth one in this province.

The partnership with the National Technical University is a cornerstone of this project’s strategy. The national impact of the LINC program is already substantial. To date, more than 4,500 individuals across Costa Rica have received training through these centers, completing 450 distinct formative processes that amount to over 4,000 hours of instruction. Significantly, 70% of these participants have been women, underscoring the program’s vital role in promoting gender equity in the technology sector.
Ultimately, the LINC model empowers residents to become active participants in identifying and solving their own community’s problems. It champions inclusion and cooperation, creating a participatory framework where technology is not an end in itself, but a tool for generating tangible results that contribute directly to the growth, well-being, and long-term prosperity of the community.
